Vigorously support high-quality agricultural entities, improve the "strong village company + agricultural enterprise + farmer" common wealth mechanism, and promote the village-level collective economy and agricultural industry quality improvement "double harvest".

The second is to do "subtraction" around the industrial structure. We must not slacken our efforts in green, low-carbon and high-quality development, and make "subtractions" from backward production capacities with high energy consumption, high pollution and low added value within the industrial system, so as to lay a solid industrial foundation for the transformation of the green economy. Focus on textile, printing and dyeing, building materials and other industries, and use the backward pressure mechanism to do a good job in technological transformation and rectification. The fourth is to pay close attention to the hidden risks and do "division".
