"Eight mountains, one water, one field." Located in the hinterland of southwest China, Guizhou Province, with its plateau and mountainous terrain, is the only province in the country that does not have the support of the plains, and it is also the province with the most arduous task of poverty alleviation in the country. This is the hinterland of Umong Mountain, surrounded by mountains and inconvenient transportation. With the help of the "Telecom Universal Service Pilot" in 2020, the staff of the China Tower relied on people to drive the communication equipment into the mountainous area, so that more than 200 households within two kilometers of the Huangsha Group finally had a "bridge" to communicate with the outside world.

"Great poverty alleviation, big data, big ecology, Guizhou Province put forward three major strategies. We will integrate the Guizhou Xiaokangxun Action Plan and the National Telecom Universal Service Pilot Project as a whole. Guizhou has many high mountains and complex landforms, and many places like the base station of the Huangsha Formation rely on manual handling of communication equipment, which is very difficult to construct. After the construction of six batches of telecom universal service pilots, Guizhou communicators have basically achieved the goal of covering administrative villages with optical fiber and covering more than 30 natural villages with 4G wireless networks. Located on the banks of the Wujiang River, Xinren Miao Township Village in Qianxi City, the Miao language means village under the cliff. "The platform contains eight central sections of 'digital governance, smart tourism, digital ecology, smart economy, smart medical care, smart education, civilized practice, and information facilities', covering all aspects of rural governance." The core of the park is the digital center, which is reflected in information application scenarios such as online training, water and fertilizer integration technology application, live streaming with goods, and vegetable cloud center. "The 'Vegetable Cloud Center' is an application scenario of the network in product sales. As a shared user of digital agriculture in Shandong, the company can share the data of a supercomputing center in Shandong. We use our own tomato sales parameters, combined with our own algorithms, to predict the tomato market price index a month later, so as to calculate which day of the picking period the highest price. Through the introduction of advanced quality control and traceability system, the park has realized "standard leading", "consumption-oriented", "whole-process monitoring" and "brand marketing", and established the brand of Zhijin County's Smart Agricultural Ecological Valley through the integration of online and offline channels such as grafting live broadcast, e-commerce, brand chain and supermarket.

Through the training, grass-roots doctors have been able to skillfully carry out remote consultations with doctors in higher-level hospitals, and operator technicians can skillfully operate the equipment to transmit data reception reports.

"The medical staff of the health center are not highly qualified, and the diagnosis through the telemedicine platform not only reduces the burden of patients running away from the doctor, but also makes the medical diagnosis more accurate." At the same time, county hospitals cannot reimburse outpatient clinics, township health centers can reimburse outpatient clinics, and patients can also get benefits. Huang Yan said.

In recent years, the Ministry of Industry and Information Technology and the Ministry of Finance have continued to promote the pilot work of universal telecommunications services, and have supported the construction of optical fiber networks and 50,000 4G base stations in 130,000 administrative villages, promoting the proportion of optical fiber and 4G in administrative villages nationwide to exceed 99%, and the proportion of optical fiber in poor villages has increased from 62% in 2015 to more than 98% now. Nowadays, rural mobile phones have become new agricultural tools, live broadcasting has become new agricultural work, data has become new agricultural materials, rural production and lifestyle have been greatly improved, and the people are vividly called "happiness at the fingertips".
