Free HPV vaccination for school-age girls is one of the 10 people's livelihood facts in Shantou in 2022. Recently, the Shantou Municipal Health Bureau formulated the "Shantou Municipal Human Papillomavirus (HPV) Vaccine Free Vaccination Work Plan for School-age Girls (2022-2024)" (hereinafter referred to as the "Work Plan"), which will provide free domestic bivalent HPV vaccination for girls under the age of 14 who have a school registration in Shantou City, enter the first grade of junior high school from September 2022, have not been vaccinated against HPV and are under the age of 14.
The author learned from the Department of Maternal and Child Health of Shantou Municipal Health Bureau that the vaccine will be launched in September this year, and the implementation work is continuing to advance. At present, the designated vaccination unit has been determined, the vaccine procurement plan has been submitted for review, and the vaccination list will be determined according to the enrollment of new students in August.
It is reported that on January 10, the first session of the 15th People's Congress of Shantou City voted to select 10 people's livelihood facts in Shantou City in 2022. "Free HPV vaccination for women of appropriate age" is included, which will effectively prevent cervical cancer and improve women's health.
"The domestic bivalent HPV vaccine is effective in the prevention of high-risk HPV genotype virus, which is a practical and good thing proposed by the government to reduce the incidence of cervical cancer in Shantou women." Cai Aijia, head of the Maternal and Child Health Department, said that eligible school-age girls should be actively vaccinated as soon as possible.
Improve the awareness rate of cervical cancer prevention and control
Yang Jiashuang, vice president of Shantou Maternal and Child Health Hospital and deputy chief physician of the Department of Obstetrics and Gynecology, introduced that cervical cancer has the highest incidence rate in malignant tumors of the female reproductive system, with a high incidence age of 40 to 60 years old, and there is a clear trend of rejuvenation, and rural areas are higher than cities. HPV, known as human papillomavirus, is a sexually transmitted pathogen that causes anal and genital diseases and oropharyngeal diseases in both men and women. Almost all cervical cancers are caused by persistent viral infections of high-risk HPV genotypes, so the first level of prevention of cervical cancer is HPV vaccination.
The work plan mentions that the overall goal of free HPV vaccination for school-age girls is to enhance the awareness of cervical cancer disease prevention and control in the target population, establish and improve the "government-led, departmental coordination, and social participation" hpvance vaccine free vaccination and collaboration mechanism for school-age girls, so as to improve the health level of women in the city, prevent the incidence of cervical cancer and reduce the prevalence of cervical cancer; reduce the burden of disease caused by related diseases.
According to the program goal, by 2030, 90% of girls under the age of 15 in the city will have completed the full immunization of HPV preventive vaccine. Among them, the target population forecast for 2022 is 45,111 people, and the vaccination rate should reach more than 60%, that is, more than 27,000 girls under the age of 14 will receive free HPV vaccine this year. The vaccination rate of the target population should reach more than 70% in 2023 and more than 90% in 2024. The knowledge of cervical cancer prevention and control knowledge (including vaccination) of the city's junior high school girls and parents should be greater than or equal to 90%.
According to the requirements of the provincial plan, the domestic bivalent HPV vaccine is free of charge using a single source for this project. At present, the procurement of domestic bivalent HPV vaccine has been started, and the vaccine procurement cost is 708 yuan per capita, a total of 2 doses, and the full immunization of HPV preventive vaccine must be completed before the age of 15. The cost of vaccination and related vaccinations is borne by the finance departments at all levels and no fees are charged to the recipients.
59 vaccination units covered all districts and counties
Shantou City will carry out this project to cover all counties and districts, and implement vaccination from September to November every year. Recipients should be informed, consented to and voluntarily participated.
According to the principle of "territorial management", by the end of September, the junior high school will register the free HPV vaccination targets of the newly enrolled junior girls in that year. After submitting it to the competent education department of the territory for review, it shall be reported to the CDC at the same level. The CDC of each district and county will push the list to the corresponding vaccination units, and then the vaccination units will enter the list information into the Guangdong Immunization Planning Information System.
The first grade girls who failed to vaccinate in time due to special reasons in that year will be included in the vaccination list of the following year by the statistics of their schools, and two doses of vaccination will be completed before the age of 15. The specific date of vaccination will be agreed by the health and health administrative departments of each district and county and the education department, and the vaccination day should avoid routine childhood immunization and new crown vaccination, so that the personnel do not intersect. Yang Jiashuang added that from the existing cognition, HPV vaccine and new crown vaccine will not affect the immune effect, but the occurrence of suspected adverse reactions needs to be differentiated, and it is recommended that the new crown vaccine and HPV vaccine should be at least 2 weeks apart.
Before the end of December 2021, the health administrative departments at or above the county level in all districts have selected a total of 59 vaccination units with vaccination unit qualifications, adequate personnel and good medical rescue conditions according to the principle of proximity, and reported them to the Shantou Municipal Health Bureau for the record. According to the number of vaccination plans provided by the education department of the jurisdiction, the school will be designated as a unit to formulate a clear vaccination schedule.
At present, Shantou City has set up a leading group for free papillomavirus (HPV) vaccination for girls of appropriate age, and at the same time set up a "Shantou Human PapillomaVirus (HPV) Vaccine Free Vaccination Abnormal Response Investigation and Diagnosis Expert Group", and 59 eligible vaccination units cover all districts and counties in the city to ensure the implementation of people's livelihood projects.
