Up to now, Lei Xin, the "police inventor" of the Public Security Bureau of Hancheng City, Shaanxi Province, has declared to the state more than 100 police equipment, software, technical defense products such as ZBY intelligent alarm recorders, anti-attack and riot-resistant clothes, etc., and has obtained 21 national patents, and a number of scientific and technological achievements have been promoted and applied in public security organs.

A few days ago, the reporter made a special trip to Hancheng city and interviewed Lei Xin, director of the Science and Technology Research and Development Center of the Hancheng City Public Security Bureau, and his "laboratory."

"I invent purely because of my hobby"

"It's boring to invent, except experiments are experiments." The reporter asked Lei Xin.

"I did these inventions purely out of hobby." Lei Xin said repeatedly.

Since childhood, Lei Xin has loved to study. The clocks and radios at home were often pounded by him to "lose his armor and armor". In 1981, after graduating from high school, Lei Xin was sent by his father to Yanhe Radio Factory and Baoji Beacon Radio Factory to study, and later opened an electrical appliance store department in Hancheng. In the 5 years of distributing and repairing electrical appliances, Lei Xin was once named "Shaanxi Province New Long March Commando". These experiences made Lei Xin have a strong interest in radio. In 1983, he was admitted to the public security system, and after becoming a criminal police officer in 1988, he still used his rest time to study and built a 30-square-meter "laboratory" at home, and has since formed an indissoluble relationship with public security technology.

In most people's minds, the criminal police and the "inventor" are two skins: the former fights on the front line of solving cases, and the latter always lives in the laboratory. But Lei Xin is such a "non-professional" criminal policeman. He uses his spare time to invent, and now there are 21 national patents alone.

There are many motorcycles in Hancheng, which were stolen frequently in 1992. Lei Xin, who understands electrical appliances, began to use his spare time to develop anti-theft alarm devices. In 1994, the "motorcycle car anti-theft alarm" developed by him passed the provincial technical appraisal organized by the Shaanxi Provincial Public Security Department, and none of the more than 500 vehicles installed with alarms in Hancheng City were stolen that year.

On May 10, 2001, the Sudong Police Station of the Hancheng Municipal Public Security Bureau cracked a theft case of agricultural transformers. At the scene of the crime, Lei Xin saw that more than 20,000 yuan of transformers were destroyed by thieves, leaving only an empty shell, and the copper core was sold by thieves for 700 yuan. The case sparked his interest in developing another anti-theft device. On March 28, 2002, the "infrared alarm device for hydropower facilities" developed by him won the national patent, and the on-site early warning rate reached 100%, which solved the problem of safety precautions for transformers in remote areas of rural police stations in one fell swoop, and none of the 50 transformers installed along the Yellow River were stolen.

The "laboratory" at home was burned out of the hole

"You hurt your hand?" During the interview, Lei Xin liked to use gestures to help describe his invention, and sometimes showed the invented product as a demonstration. However, the reporter looked closely and found that the ten fingers of his hands had different degrees of scars.

"I did it when I was doing experiments, no way." Especially when testing the safety of the current, it is risky for others to cooperate, and I only have to connect the power supply to my own hands to do experiments to check the safety factor of the current. Lei Xin said with a smile that not only his own body, but even the "laboratory" at home was burned out of several holes by him.

"Now, some of the big experiments I moved to the Hancheng City Public Security Bureau Science and Technology Research and Development Center, where it is safer, more reliable and more intelligent." Rehin added.

The reporter saw that the public security technology products placed in this building are dazzling, from intelligent jet defenders and fire-swallowing fire extinguishers to more than 100 kinds of intelligent robots and intelligent driverless cars.

The results are gratifying, and the hardships are self-aware.

In October 2003, Lei Xin encountered difficulties in the development of the "Portable Fingerprint Detection System". He took advantage of public holidays to go to Tsinghua University in Beijing twice to consult with professors. One weekend in January 2004, with some doubts about the "portable fingerprint check system", he took the night bus from Hancheng to Xi'an, and the next day he took a flight from Xi'an to Guangzhou and went to Guangzhou to consult experts and professors to answer questions. After flying back to Xi'an from Guangzhou on Sunday, he rushed back to Hancheng non-stop and went to work on time on Monday.

In April 2014, PetroChina Changqing Oilfield asked Lei Xin for an anti-theft plan. It turned out that in recent years, the oil and gas theft in the oil industry has been serious, and criminals have stolen crude oil through the oil production port, destroyed oil production equipment, and caused huge losses to the oil field. Although the oilfield has taken protective measures such as installing special anti-theft iron nets, personnel patrols, and full-angle video surveillance for oil recovery machines, it has little effect because all oil production machines are located in remote areas and are unguarded. On the night of arriving in northern Shaanxi, Lei Xin went up the mountain overnight, crouched at the scene of the oil production area, this touched that look, and it was drawing and marking, tossing until the middle of the night, returning to the hotel unable to sleep, conceiving and inventing a plan.

A few months later, he studied and trial-produced a prototype of the "Sonic Disperser for Oil and Gas Fields" and installed it in the operation area of the Fifth Oil Production Plant, and from that day on, the oil thieves could no longer get close to the oil thieves.

Lying in a hospital bed still conceiving a "new invention"

In early 2014, Lei Xin was admitted to the hospital for minor surgery. Just the day after the operation was completed, Lei Xin, lying in a hospital bed, was shocked by the incident when he saw the news of five masked thugs at kunming railway station slashing and killing innocent people with knives on March 1. He fell into deep thinking: innocent civilians were separated between the rioters and the police, the police did not dare to shoot without absolute certainty, and the traditional riot fork could not effectively deter serious crimes and immediately stop the suspects.

After thinking about it for a few days, Lei Xin sent a text message to the leaders of the relevant departments of the Ministry of Public Security: I have a way to reduce casualties. After a minute, the other party text message replied: Quickly send the plan. Lei Xin then took a sketch of the idea and asked someone to send it out by courier. Soon, the leaders of the relevant departments of the Ministry of Public Security called and invited him to Beijing for a detailed discussion. Lei Xin, whose body had not yet recovered, came to Beijing. After discussion, day and night research, and repeated demonstrations, the "non-lethal and non-fatal police pulse electric shock arrester" was successfully developed. This grabber has a powerful pulsed electric shock function, which gives the previous defensive anti-riot fork an aggressive but non-lethal function.

In recent years, the "ZBY Intelligent Alarm Recorder" developed by Lei Xin adopts a variety of technologies such as domestic mature infrared sensing, micro-camera, motion detection, audio image, data storage, wireless transmission and other technologies for security alarm, which can be connected with TV and computer to display images, and use SD memory cards to quickly and efficiently view to meet the needs of criminal investigation, public security, unattended, patrol and inventory, and handling of emergency events for confirmation and evidence collection.

In addition, Lei Xin spent 3 years to develop a widely applicable, good performance, efficient and easy to use, large library capacity, dexterous and convenient, paperless operation of the "KTW3100 type convenient inquiry system", with live fingerprints as the main identification method, can be widely applied to the police station and criminal police team to confirm the identity of criminal suspects, to provide convenient conditions for the identification of evidence and combat crime. The development of this system has become another fruitful result of Shaanxi public security science and technology to strengthen the police, and Lei Xin has also been praised by the Shaanxi Provincial Public Security Department as a "scientific and technological leader" and "inventor wearing a police uniform".
