The "Planning" makes it clear that during the "14th Five-Year Plan" period, the mainland will add 19,000 kilometers of railway operating mileage, 302,000 kilometers of highway traffic, 2,400 kilometers of inland high-grade waterways, more than 270 civil transport airports, and about 10,000 kilometers of urban rail transit operations.
At present, various modes of transportation on the mainland have formed a super-large-scale infrastructure network, but the problems of poor connection and insufficient integration are still relatively prominent, which reduces the operational efficiency of comprehensive transportation. To this end, the "Planning" highlights the integration and convergence of integration.
Luo Guosan, director of the Infrastructure Development Department of the National Development and Reform Commission, said that the "Plan" proposes to focus on promoting integrated development, strengthen the "hard connection" of infrastructure and the "soft connection" of institutional rules, improve the layout function of comprehensive transportation hubs, accelerate the construction of "key kilometers" such as ports and railways, airports and rail transit, synchronize and smooth the whole chain of passenger travel and cargo circulation, and vigorously develop intermodal and multimodal transportation to meet the people's beautiful transportation needs.
Specifically, by 2025, it is necessary to achieve a railway entry rate of more than 70% in important port areas of coastal ports, and an access rate of rail transit at hub airports of 80%. Accelerate the development of passenger intermodal transportation, and organize pilot projects of passenger intermodal transportation in 50 cities. Popularize the application of electronic tickets for road passenger transport, and strive to promote one-stop ticket purchase and one-ticket passage.
In 2021, the mainland is expected to complete the investment in transportation fixed assets of about 3.58 trillion yuan, an increase of 3.1% year-on-year. However, at present, there are still gaps and shortcomings in the layout of the mainland transportation infrastructure network. According to the "Plan", the next step is to strengthen the completion of the shortcomings of the facilities.
Luo Guosan said that the "Plan" proposes that it is necessary to coordinate the stock and increment, while making good use of the stock of ultra-large-scale network facilities, accurately make up for the shortcomings, smooth the comprehensive transportation channel, improve network coverage with the western region as the focus, strengthen the construction of transportation infrastructure in border areas, and accelerate the construction of urban agglomerations and metropolitan circles on the track.
Specific goals in terms of making up for shortcomings include: promoting the proportion of ordinary national highways in the western region to 70% of secondary and above highways, and promoting the proportion of hardened roads in natural villages (groups) with large population sizes to exceed 85%. Accelerate the integrated development of urban and rural passenger transport, and continue to consolidate and expand the results of qualified townships and towns and established villages. Further improve the ferry traffic conditions to facilitate the daily travel of people in remote areas. Improve the level of rural logistics services, and by 2025, promote about 100 rural logistics service brands nationwide.
In addition to improving balance and convenience, Xu Chengguang, chief planner of the Ministry of Transport and director of the Department of Comprehensive Planning, said that during the "14th Five-Year Plan" period, the mainland will also enhance the economics of transportation. Continue to optimize the transportation structure and improve the efficiency of the integrated transportation network. Standardize the price management of new formats and models of transportation, improve the price formation mechanism of cruise taxis, and deepen the market-oriented reform of road passenger transport prices. Taking civil aviation as an example, as of now, transport aviation has continuously flown safely for 98.76 million hours, creating the longest safe flight cycle. Han Jun, director of the Development Planning Department of the Civil Aviation Administration, said that the level of aviation safety in the "14th Five-Year Plan" will reach a new level.
He said that during the "14th Five-Year Plan" period, in accordance with the overall requirements of "zero tolerance for potential safety hazards", we will strengthen the system safety concept, consolidate the management of the whole chain of civil aviation operation safety, build a first-class civil aviation safety system, and ensure that the accident rate of major accidents of one million hours and above in air transport flights is less than 0.11 times in five years, and the level of aviation safety will reach a new level.
