The circular requires that from 6 o'clock on January 20, all residents living in Tianjin City, at that time, remain relatively static in the same place of residence, and according to the overall deployment of the prevention and control headquarters of each district and the organizational arrangements of streets (towns) and communities (villages), go to the designated places to cooperate in a timely manner and actively cooperate with nucleic acid testing. Complete the nucleic acid testing of all employees in the city within 24 hours.

For residents who do not participate in the nucleic acid test within the specified time, the "health code" is adjusted to the "orange code", and after completing the nucleic acid test and the result is negative, it is changed to the "green code".

The circular specifically requires that the majority of residents actively cooperate with the staff of each sampling point to do a good job in sample collection, and the public security organs will strictly pursue legal responsibility for those who refuse to cooperate, do not support nucleic acid testing, disrupt order, conceal reports, false reports, and falsify information.
