The Iranian president's visit to Russia at the beginning of the new year shows the good relations between the two countries, and its timing is also noteworthy. On the one hand, the contradictions between Russia and the United States and NATO on the Ukraine issue are at a climax, and Russia is facing tremendous pressure; on the other hand, the Vienna-related negotiations on the Iranian nuclear issue, which were originally in good momentum, have stalled, and the United States continues to exert pressure on Iran. The meeting between the leaders of Russia and Iran showed mutual support and certainly meant to show the United States.

It is also important to note that Lehi's visit was not an isolated incident. In the face of the stalemate, Iran has shown determination and calmness, on the one hand, it has adhered to its position in the negotiations, on the other hand, it has strengthened diplomatic activities, and has responded to the pressure on the United States by expanding diplomatic space.

On the 14th, State Councilor and Foreign Minister Wang Yi held talks with Iranian Foreign Minister Abdullahyan in Wuxi. Wang Yi said that the merits of the Iranian nuclear issue are clear at a glance. The unilateral withdrawal of the US side from the JCPOA has single-handedly created the current difficult situation, and it should bear the main responsibility and correct its mistakes as soon as possible. China will firmly support the resumption of the implementation negotiation process under the JCPOA. Abdullahyan said that the Iranian side is committed to reaching a package of stable safeguard agreements through serious negotiations, appreciates the constructive role played by the Chinese side, and is willing to maintain close communication with the Chinese side.

At present, the Progress of the Vienna Negotiations is very slow. The United States said that while the talks had made some progress, they were not sufficient to ensure an agreement. Earlier, it was reported that the chief negotiators of Iran and European countries participating in the negotiations returned home for consultations on the 15th and would return to Vienna within two days, while expert-level discussions would continue on the 15th and 16th. At present, the progress of the talks is unknown.

According to the Islamic Republic news agency, a person involved in the talks said the parties still had outstanding issues on key issues in the talks, some of which were tricky. The details of these thorny issues are now being discussed.

Iranian Foreign Ministry spokesman Khatibzadeh said on the 17th that the basic framework for reaching an agreement is ready, but the key issues that are outstanding need the United States to make a political decision, and the United States must announce its decision on remaining issues such as lifting sanctions. In response to US Secretary of State Blinken's recent concern that there are only "just a few weeks" left to save the Iranian nuclear agreement and that "the progress of Iran's nuclear activities will become difficult to reverse", Hatibzadeh said that it is the United States that unilaterally withdrew from the Iranian nuclear agreement and tried its best to immediately abrogate the agreement, and the United States had better return to the track of abiding by the commitments of the Iranian nuclear agreement. But the problem is, "Today we find that the United States is still on the wrong path, and as long as America's behavior is not corrected, it is difficult to say that a credible and stable agreement is achievable." ”

Judging from the situation of the Iranian nuclear issue in recent years, the ball has indeed been on the side of the United States. The United States is now spreading that if the talks fail, the United States will work with its allies to review other options. However, this threat has proved to be of little effect.

The Vienna talks took place last April because the newly elected U.S. government wanted to resolve the deadlock of the Iranian nuclear issue in order to optimize the U.S. global strategy. However, in the negotiations, the United States also hopes to get something that has not been achieved with sanctions, and is not willing to easily reduce the asking price.

Analysts believe that strategy and tactics contradict each other, and the MENTALITY of the United States in which it suffers from gain and loss puts itself in a dilemma, which also allows Iran to see clearly and will not yield. Taken together, the stagnation of the Vienna negotiations will not last long, and as the U.S. global strategy evolves, a breakthrough could occur at any time. (Author: He Yu, Li Xinhong)
