Born in Ganzi Prefecture, Sichuan Province, Ngawang Cicheng Gyatso was born in Sichuan Province, and he has a natural affinity for the landscape and water of the plateau. After being elected as a member of the Chinese People's Political Consultative Conference, he often thought about how to let more people see the uniqueness and fragility of the plateau ecology through practical actions, and then realized the importance of ecological protection. In 2019, he proposed to strengthen the monitoring and protection of water resources such as the Plateau Maqu, Zaqu and Angqu Rivers;

In 2020, he called for the improvement of the Wildlife Protection Law, proposing to integrate wildlife protection into primary and secondary education, so that children can build a sense of respect and protection for life from an early age;

In 2021, he suggested investing more modern scientific and technological forces, such as Internet technology, to monitor the water sources of the Qinghai-Tibet Plateau and increase protection. During the investigation, members of the Ghatso Committee saw that in some areas there was a serious decline in the number of yaks, and some pastoral areas suffered from "people entering the grass and retreating", which caused a lot of direct or indirect damage to the ecology of the Qinghai-Tibet Plateau. Guided by the problem, member Gyatso called for: In the work of rural revitalization, the development of nomadic animal husbandry must not be left behind. Combined with his own experience, he proposed to build a demonstration base for smart pastures, scientific breeding of yaks, and improve the added value of nomadic culture and nomadic tourism.

"Nomadic animal husbandry has a long history in Tibet-related areas, and most people on the Qinghai-Tibet Plateau live by herding cattle, which also accounts for a large proportion of China's animal husbandry. In the context of rural revitalization, it is imperative to develop the yak industry as the core of the pastoral characteristic industry, promote the construction of smart pastures, and transform and upgrade traditional animal husbandry to modernization, digitalization and intelligence.
