The relevant person in charge of the Beijing Municipal Development and Reform Commission said that the "Notice" is the improvement and upgrading of the emergency rescue plan for price changes in Beijing in 2016, expanding the scope of the protection group, shortening the time limit for the issuance of temporary price subsidies, and will better protect the basic livelihood of the people in need.
It is understood that in this revision, the target of protection has been expanded from the original 6 categories of people to 8 categories, and two new categories of people, namely, children who have no one to raise them and children infected with HIV.
Subsidies of about 300 million yuan have been issued for 14 consecutive months, benefiting an average of more than 200,000 people per month
It is reported that since 2005, Beijing has established a linkage mechanism for price subsidies.
In 2005, the Beijing Civil Affairs Bureau issued the "Notice on Printing and Distributing the Emergency Relief Plan for Changes in the Prices of Basic Consumer Goods of Urban and Rural Residents in Beijing (Trial)", proposing that when the relevant price index rises significantly and continues for a certain period of time, resulting in a significant increase in the basic living consumption expenditure of urban and rural low-income families, affecting the basic life, emergency assistance is implemented through the issuance of temporary living subsidies and other means.
In 2014 and 2016, six departments, including the Beijing Municipal Development and Reform Commission, have improved the linkage mechanism of Beijing twice, continuously expanding the coverage of the population, improving the subsidy standard, and improving the efficiency of distribution.
The relevant person in charge of the Beijing Municipal Development and Reform Commission said that in recent years, due to the impact of African swine fever and the new crown pneumonia epidemic, food prices have been running high. Beijing Municipality launched the price subsidy linkage mechanism in strict accordance with the requirements of the plan, and for 14 consecutive months from May 2019 to June 2020, it issued temporary price subsidies to six types of people in need, including urban and rural minimum guarantee. The use of about 300 million yuan of funds has benefited an average of more than 200,000 people every month, effectively reducing the impact of rising prices on the basic livelihood of the people in need.

According to the relevant person in charge of the Beijing Municipal Development and Reform Commission, in this revision, the protection object has been expanded from 6 categories to 8 categories.
The six types of security groups in the 2016 version of the plan include: urban and rural low-income insurance recipients, special hardship cases, people receiving unemployment insurance benefits, preferential care recipients who enjoy the state's regular pension subsidies (including some rural retired soldiers), volunteers and their families who enjoy regular pensions, and orphans and disabled children.
On this basis, the "Notice" includes two types of people who are de facto unsupported and HIV-infected children into the scope of protection, and strives to make special children grow up healthy and talented.
In addition to expanding the coverage, another highlight of the "Notice" is "speeding up". The subsidy distribution time will be further reduced from 20 working days after the release of the relevant price index to the full amount of the price index issued to the people in need in the month of the release of the price index.
According to the provisions before the revision, when the relevant social security treatment standards are adjusted, the linkage mechanism will be suspended and the temporary price subsidy will be suspended. The "Notice" revised the original suspension conditions, taking into account that the price subsidy is temporary and short-term, in accordance with the principle of doing its best and doing what it can, when the social security standards are normalized and adjusted, as long as the relevant price index meets the conditions for the start of the mechanism, it is still insisted on issuing temporary price subsidies. The two should make overall plans and take into account the situation, jointly form a joint force to guarantee the basic livelihood of the people in difficulty, and further increase the guarantee for the basic livelihood of the people in difficulty.
In terms of starting conditions and subsidy standards, the original regulations are basically continued. In terms of starting conditions, when the consumer price index (CPI) reaches a single-month year-on-year increase of 3.5% or the monthly increase in food prices reaches 6%, the price subsidy linkage mechanism is activated, and temporary price subsidies are issued to the people in need within the scope of subsidies.
In terms of subsidy standards, the specific standards of temporary price subsidies are calculated on a monthly basis, and the calculation method is: the price temporary subsidy standard = the city's urban and rural minimum guarantee standards for that year× the basic cost of living price index (SCPI) for urban low-income residents increased year-on-year, and rounded up.
The relevant person in charge of the Beijing Municipal Development and Reform Commission said that at present, it is working with the relevant departments of the city to study in depth the relevant work of issuing temporary price subsidies according to the mechanism in 2022. All relevant departments at the two levels of Beijing municipality will be efficiently and closely linked, closely track price changes, optimize internal processes, and ensure that once the conditions for the linkage mechanism are met, the temporary price subsidies will be issued to the people in need in a timely and full amount, effectively reducing the basic living burden of the people in difficulty, and continuously enhancing the sense of gain, happiness and security of the people in difficulty.
