Standing on the observation deck of Qianye Grassland on the top of Fangdou Mountain in Shizhu Tujia Autonomous County, Chongqing City, overlooking the view, a river of clear water flows along the green mountains on both sides of the river into the distance, and the rolling Yangtze River embraces the Duzhu Peninsula, Huanghua Island and Shizhu Jigongzui Peninsula in Zhongxian County.

In March 2021, the Chongqing Municipal Bureau of Planning and Natural Resources led the formulation of the "Chongqing "Three Gorges Reservoir Heart • Yangtze River Bonsai" Cross-regional Development Plan (2020-2035)", proposing to build an organic integration of Jiangcheng, Jiangzhen, Jiangcun and Jiangjing in Zhongxian County, Shizhu County, and Wuling Town in Wanzhou, with Zhongxian County, Shizhu County, and Wuling Town in Wanzhou as the main body for implementation, to create a collaborative demonstration zone for green development in the Three Gorges Reservoir Area of the Yangtze River Economic Belt, and to become a beautiful place with beautiful mountains and clear waters with prosperous industries, ecological beauty and rich people.

The 2022 Chongqing Municipal Government Work Report points out that the urban agglomeration of the Three Gorges Reservoir Area in northeast Chongqing highlights the ecological priority green development, promotes the construction of Wanzhou as a regional central city, promotes the development of Wankaiyun with the city, accelerates the construction of cross-regional cooperation platforms such as "Three Gorges Reservoir Heart • Yangtze River Bonsai", and makes beautiful Three Gorges manufacturing, Three Gorges farmhouses, Great Three Gorges tourism and other characteristic brands.

Li Dian, the county magistrate of Zhong County, said that to paint this new picture, it is necessary to adhere to regional linkage, focus on optimizing service functions, enhance brand image, and steadily promote the construction of "Three Gorges Reservoir Heart Yangtze River Bonsai". The first is to work together to build a new landmark for green development in the upper reaches of the Yangtze River, adhere to the equal emphasis on ecological protection and moderate development, and promote the protection, restoration, and rational utilization of the natural ecology and historical and cultural relics of the Three Gorges Reservoir; strengthen the protection and utilization of Huanghua Island, build the Huanghuacheng Archaeological Site Park, and build a demonstration island for green development and humanistic ecology in the Three Gorges Reservoir Area; protect the natural ecological environment of the Duzhu Peninsula, restore the historical and cultural features of Jiangcun, and create the most beautiful River Village in the Three Gorges of the Yangtze River; accelerate the construction of ecological barriers along the river, and strengthen the protection of the ecological barriers of Fangdou Mountain and Mao'er Mountain. The third is to work together to build a demonstration zone for the green coordinated development of the Three Gorges Reservoir Area in the Yangtze River Economic Belt, give full play to the advantages of Zhong County in the heart of the Three Gorges Reservoir Area, the junction of northeast Chongqing and southeast Chongqing, accelerate the integrated planning, group development and collaborative construction of the "Three Gorges Reservoir Heart and Yangtze River Bonsai"; focus on key areas such as cultural excavation, function expansion, and facilities, deepen the planning coordination and project linkage development with Wanzhou District and Shizhu County, promote the construction of the Shibao-Xituo Yangtze River Bridge, and jointly build a green intelligent building industrial park and a rural e-commerce industrial park.
