The first is to focus on the goal of carbon neutrality and the green transformation of the economy and society, focus on the green and low-carbon transformation of key areas and key industries, strengthen the research and development and promotion and application of green low-carbon and pollution reduction and carbon reduction synergy; develop environmental services in the new energy industry; expand the value realization mode of ecological products, and enhance the green and low-carbon development level of the ecological and environmental protection industry; and develop carbon emission monitoring and assessment accounting, carbon verification, carbon asset management and carbon emission reduction technical services.
The second is to focus on the in-depth defense of the blue sky, focus on the coordinated control of fine particulate matter and ozone, the coordinated emission reduction of volatile organic compounds and nitrogen oxides, and the synchronous control of carbon dioxide emissions. Carry out ultra-low emission transformation and efficient operation and maintenance in key industries, source substitution of volatile organic compound raw and auxiliary materials, system governance and comprehensive treatment, comprehensive improvement of atmospheric environment in gas-related industry clusters, prevention and control of mobile source pollution, odor, and oil smoke treatment.
The third is to focus on the in-depth fight against the defense of clear water, focus on the treatment of urban and rural black and odorous water bodies, the protection and restoration of the Yangtze River, the ecological protection and governance of the Yellow River, the comprehensive treatment of key sea areas, the protection of drinking water sources, the protection and construction of beautiful rivers and lakes and beautiful bays, and carry out urban sewage treatment and transformation and low-carbon operation, deep nitrogen and phosphorus removal of sewage, reuse of reclaimed water resources, treatment and resource utilization of high-concentration refractory wastewater, restoration of water ecological environment and reduction of sludge; promote the construction of sewage supporting pipe networks, rainwater diversion pipe network projects and operation and maintenance services. Develop marine ecological environmental protection and collaborative treatment technology and equipment for the coordinated treatment of pollution in land areas.
The fourth is to focus on the in-depth fight for the defense of pure land, focusing on the risk control and restoration of pollution pollution of construction land, the prevention and control of agricultural land pollution and safe utilization, the prevention and control of groundwater pollution, the investigation and risk assessment of soil and groundwater pollution, the restoration of polluted sites, the ecological restoration of mines, and the comprehensive treatment of groundwater over-exploitation.
The fifth is to focus on the fight against agricultural and rural pollution, focusing on the comprehensive improvement of the rural environment, the efficient and low-consumption treatment of agricultural and rural sewage, the construction and operation and maintenance of pipe networks, the treatment and disposal of agricultural and rural waste, the collection and disposal of rural domestic garbage, the recycling of straw agricultural film, the resource utilization of livestock and poultry manure, and the treatment and reuse of breeding tailwater.
The sixth is to focus on the construction of a "waste-free city", focusing on domestic garbage, municipal sludge, industrial solid waste, hazardous waste, medical waste, and construction waste, and carrying out classified collection, resource utilization and harmless disposal. Improve the standardized operation level of enterprises such as electronic waste dismantling, scrap car dismantling, and hazardous waste disposal. Research and development of plastic degradable alternative technology and recycling technology and equipment for products and waste plastics. Develop an information service system to support the environmental management of hazardous waste.
The seventh is to focus on the new noise law, focus on the noise pollution problems that the masses are concerned about in the fields of social life, building construction, transportation, industrial production and other fields, and carry out technical services for sound absorption, sound insulation, sound cancellation, and vibration reduction.
The eighth is to focus on the construction of a modern ecological environment monitoring system, focusing on promoting the localization of core components, standard samples, and high-precision monitoring equipment. Research and development and promotion of PM2.5 and ozone collaborative monitoring, greenhouse gas and regional carbon source sink monitoring, water ecological environment monitoring, coastal water quality monitoring, groundwater monitoring, noise monitoring, heavy metal rapid monitoring, new pollutant monitoring, environmental emergency monitoring and other technical equipment. Accelerate the formation of a number of professional and high-quality social monitoring institutions, and enrich the supply of high-quality monitoring services.
