Fujian: Rectifying Corruption in Grain-Related Fields and Guarding the "Ballast Stone" of Food Security

"How much grain is stored now?" How is it kept? Take us to the field to see..." At the beginning of the special rectification of corruption in the field of grain purchase and sales, the Discipline Inspection Commission of Jiangle County discipline inspection committee and the local functional departments carried out embedded inspections.

This is a microcosm of Fujian Province's efforts to give play to the "1 + X" supervision mechanism and promote the deepening and solidification of the special rectification of corruption in the field of grain purchase and sale.

Food security is related to the national economy and people's livelihood. After the Central Discipline Inspection Commission and the State Supervision Commission uniformly deployed work related to food security, discipline inspection and supervision organs at all levels throughout the province strengthened political supervision and quickly carried out special rectification of corruption in the field of grain purchase and sale; provincial, municipal, and county inspection and inspection organs at the three levels comprehensively launched special inspections and inspections on grain-related issues; the "four supervisions" were coordinated to accurately investigate prominent problems, and severely punish the granary "giant rats" and "silverfish" to effectively supervise and guard food security.

The Provincial Commission for Discipline Inspection and Supervision has persisted in planning from a high position, set up a special rectification working group, and dispatched a special supervision group to sink Nanping, Ningde, Zhangzhou, Putian, and other four districted cities to supervise and spot check 7 grass-roots grain depots and 4 state-owned grain enterprises; at the same time, the subordinate village group inspected the people's feelings and visited the people's opinions, listed the problem of grain-related corruption that the masses strongly complained about as the focus of supervision, and extended the supervision tentacles to the end.

Discipline inspection and supervision organs at all levels throughout the province have taken action one after another, paying close attention to the three key links of grass-roots acquisition, storage, and sales, and jointly with the competent business supervision departments to carry out a "dragnet" inventory of state-owned grain enterprises within their jurisdiction, establish a list of problems, implement reconciliation and cancellation numbers, and comprehensively find out and find out the solid foundation.

How to make the "point and point" more accurate and gradually eliminate the "stubborn and chronic disease" in the field of grain?

After the special rectification was launched, the province appointed 7 inspection groups to adopt the "one to two" method to inspect the provincial grain and material reserve bureau, the provincial state-owned grain enterprises, and 9 districted cities and the Pingtan Comprehensive Experimental Zone; the party committees of the districted cities coordinated and dispatched 76 inspection groups to inspect the county (city, district) party committees and governments, the grain and material reserve departments at the city and county levels, and relevant units and enterprises, and carry out a "political physical examination" with one pole to the end.

The Inspection Office of the Provincial Party Committee focused on the functions and responsibilities of grain-related party organizations, closely focused on the grass-roots grain depots, twisted the main responsibility and supervision responsibility of the territorial management of food security, refined the "90 ifs" practical guidelines, and focused on finding that the implementation of responsibilities was not in place, as well as the problems of "circle grain" and "air grain" arbitrage of state grain purchase funds, lax management and use of grain-related funds, and ineffective supervision of grain-related assets.

Discipline inspection and supervision organs at all levels throughout the province work closely with inspection and inspection bodies at the same level to promote the rapid investigation and conclusion of clues to problems. It is reported that during the special inspection and inspection period, the provincial, municipal and county three-level inspection and inspection agencies found a total of 2507 problems and handed over 222 problem clues.

Problems are found in order to better solve them. The Provincial Commission for Discipline Inspection and Supervision has also made great efforts to promote the establishment of rules and regulations to make up for shortcomings and achieve long-term results in the field of grain purchase and sales.

Recently, the grain reserve phase II grain depot located in the Deyuan Industrial Park in Anxi County has been operating in an orderly manner, and the inspection of the temperature, humidity, grain moisture and pest situation of the grain depot has been mostly completed through the intelligent management system of the granary.

Previously, the Anxi County Discipline Inspection Commission Supervision Commission carried out special supervision of the grain-related fields, found that the daily management of the grain depot was not in place, some monitoring equipment was aging, and there were hidden dangers in the grain reserves, etc. It issued a supervision recommendation to supervise the implementation of rectification, promoted the improvement of the daily supervision system of the 6 grain depots, and built a smart management system for the granary.

Like Anxi, discipline inspection and supervision organs at all levels throughout the province have made all-out efforts to promote the improvement of punishment and prevention mechanisms around the simultaneous investigation and construction of grain-related fields, prevent the occurrence of corruption in grain-related fields from the source, and continue to consolidate the results of special rectification and inspection and inspection.

The Discipline Inspection Commission of Chengxiang District of Putian City urged the establishment and improvement of regulations on the management of grain purchase and sale, regulations on grain storage and storage, and financial management systems, and formed a long-term mechanism for relying on systems to manage power, grain, and people. In view of the problems exposed in the grain-related corruption cases, the Pinghe County Discipline Inspection Commission Supervision Commission organized and convened a county-wide warning education conference in view of the problems exposed in the grain-related corruption cases, such as the ineffective implementation of the main responsibility of the grain storage functional departments and the abuse of the power of the "number one" and urged the party group of the case system to hold a special democratic life meeting, strengthen the use of cases to promote reform, and promote comprehensive effects.

Up to now, the discipline inspection commissions at all levels in the province have issued 12 discipline inspection and supervision recommendations, promoted the establishment of 75 rules and regulations by the competent regulatory departments for grain-related business, and rectified 329 problems.
