The Qixia County Public Security Bureau immediately set up a special case team for the 8.4 major extortion and retaliation bombing case, and The director of the county bureau Zhang personally served as the leader of the group and was responsible for investigating and handling the case, and the headquarters was set up in the county lead and zinc mine guest house.
The special case team believes that Sun Mou is a professional household operating a lime kiln, the economic conditions are relatively good, he is a rich household in Daocun, and he has a history of being extorted before; the scene is located in the north of Daocun Village, the transportation is inconvenient, and the time of the crime is close to 3 a.m., so the criminal is unlikely to be a person from outside the city, and the village and neighboring villages and people who are more familiar with the victim's family situation are more likely to commit crimes.

5. Criminals should have primary education;

On the afternoon of August 4, Wang Yongguo, a member of the special case team and a police officer at the Daocun police station, found the same prescription note as the scene of the crime in the home of Li Yanzhi, a villager in Daocun. However, Li Yanzhi, a 35-year-old contract worker at the Qixia County Cement Factory at the time, explained that his wife was frail and sick, so he often went to the factory clinic to dispense medicines for his wife, and would take more prescription notes by the way. After investigation, it was found that the two had no obvious motive and time of the crime, and the handwriting on the prescription note and the handwriting of Li Yanzhi and his wife were not consistent with the identification, so the suspicion of the couple was temporarily excluded.

On the afternoon of September 2, Sun Moule came to the special case team to report the case and handed in a registered letter sent from Yantai, which asked him to take a car to Yantai Bus Station on September 16 to send 7,000 yuan, and the signature after the letter was still "Little Canglong".
On the morning of September 6, Deputy Director Mou of the Qixia County Public Security Bureau led 20 public security section investigators in plainclothes to Yantai to wait for the arrest of "Xiao Canglong." At 16:00 on the same day, Sun Moule took money from Zang Jiazhuang to Yantai by car to deliver money according to the requirements of the letter under the arrangement of the special case team. At the same time, the police and security forces of the Criminal Investigation Brigade of the Zhifu District Public Security Sub-Bureau, the West Street Police Station, the Only Chu Police Station, and the Yantai Station Security Section were controlled one by one in the place names mentioned in the letters, such as Yantai Bus Station, 107 Hospital, Qingnian Road Bus Station, and Yantai Power Plant.

On the morning of September 19, a group of investigators from the investigation team drove to Caojiazhuang Village in Zhongqiao Township, and with the assistance of the local police station, they obtained Lin Huaqiang's handwriting.
At the same time, the police officer Wang Yongguo's group that was investigating in Daocun also made new discoveries, and Li Yanzhi and his wife, who had previously suspected Daocun, had new doubts: Although their family conditions were relatively difficult, the personnel interacting with them were extremely complicated, and the masses reported that recently there was a young man in his 20s from Zhongqiao Township who often came to Li Yanzhi's house to visit the door, and his behavior was very suspicious, and the characteristics of this young man were very similar to Lin Huaqiang.
On the evening of September 19, the Qixia County Public Security Bureau approved the summons of Lin Huaqiang, who was taken to the special case team of the Lead and Zinc Mine Guest House and searched Lin Huaqiang and Li Yanzhi's home at the same time, and as a result, 1 kilogram of explosives and 1 copy of the county cement factory letterhead were found in Lin Huaqiang's home on the spot; 4 copies of the county cement factory letterhead, 2 prescription notes, 34 centimeters of fuse, and 1 bottle of blue ink were found in Li Yanzhi's home.
At first, Lin Huaqiang still pretended to be calm and denied everything, but when the tools of the crime found from his home and Li Yanzhi's home were placed in front of him, in the end, he did not wait for the special case team to give him "the means", just like mercury pouring into the ground, he confessed the criminal facts of his gang writing extortion letters with Li Yanzhi and his wife to extort the crime of using explosives to carry out the crime of explosion. Before he "disarmed," Li Yanzhi and his wife had already "fully disarmed" and confessed the fact that they had assisted Lin Huaqiang in committing crimes.
Lin Huaqiang is a distant relative of Li Yanzhi and his wife, when he was a child in Yantai Zhifu junior high school, so he is very familiar with Yantai Zhifu area, in June 1991 to Qixia County cement factory to work for a short time, because of good and bad work, idle, in July he quit his job to go around in Qixia County to inquire about "big households". When he learned that Sun Mouzheng contracted a lime kiln and made a fortune, he conspired with Li Yanzhi and his wife to extort money. On July 31, Lin Huaqiang wrote an extortion letter on the letterhead provided by Li Yanzhi at Home, and tied the letter to the door ring of Sun Mouzheng's home with a white line, and then took a car to Yantai to wait for Sun Mouzheng to send money, who knew that Sun Mouzheng did not send money at all, let Lin Huaqiang wait in Yantai for two days, and had to return to Li Yanzhi's home at 0:00 on August 3. Hearing Li Yanzhi say that Sun Mouzheng had already reported the case, Lin Huaqiang was suddenly angry and frustrated, decided to use explosives to blow up Sun Mouzheng's home in retaliation to vent his anger, and at 2 o'clock he came to Sun Mouzheng's home with explosives and a second extortion letter, and when Sun Mouzheng returned to the house to extinguish the lights, he put the explosives in the back window of Sun's house to detonate.
After the explosion, the police came at dawn, and Lin Huaqiang and Li Yanzhi believed that there was no hope of blackmailing Sun Mouzheng, so Lin Huaqiang returned to Yantai and carried out a series of criminal activities of making anonymous phone calls and writing anonymous letters to blackmail Sun Moule, and by the way tried to divert the police's investigation attention. Unexpectedly, although it caused some interference to the investigation, it was ultimately unable to escape the fire of the police.
At this point, the 8.4 major extortion bombing case in Daocun, Zangjiazhuang Town, Qixia County, was announced after 47 days of investigation and handling by the Qixia County Public Security Bureau, the Yantai Municipal Public Security Bureau, the Zhifu District Public Security Bureau, and other public security organs. Lin Huaqiang, Li Yanzhi and their wives were arrested by the Qixia County People's Procuratorate for extortion, intentional homicide (by means of explosions), and intentional injury (the specific verdict is unknown, but informed friends are welcome to add). According to the Criminal Law, whoever extorts a large amount of money or has other serious circumstances shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years, and the crime of intentional homicide or intentional injury (causing serious injury or death) shall be sentenced to fixed-term imprisonment of not less than 10 years, life imprisonment to death.
