Guo Tao said that in May 2021, the General Office of the State Council issued the "Implementation Opinions on Comprehensively Strengthening the Capacity Building of Drug Supervision", which clearly put forward the deployment requirements of "implementing drug safety credit supervision, establishing standards for judging the list of serious violations of the law and untrustworthiness in accordance with laws and regulations, publicity systems and information sharing mechanisms, and implementing joint credit punishment". Since 2021, the Autonomous Region Food and Drug Administration has focused on building a new credit-based drug safety supervision system, clearly proposing to "establish and improve the credit system", further strengthen the sense of responsibility of producers and operators, accurately implement credit supervision, help the creation of a global "food and drug safety zone", and promote the high-quality development of the pharmaceutical industry in Ningxia. In this context, the Administrative Measures came into being.
"The issuance and implementation of the Administrative Measures is a very meaningful exploration and attempt in the field of drug supervision in Ningxia." Guo Tao said that the implementation of the "Management Measures" is conducive to guiding drug producers and traders to strengthen their sense of subject responsibility and carry out production and business activities in good faith in accordance with the law. At the same time, promoting the implementation of the system of punishment to people is conducive to making supervision "nothing to disturb" for honest business operators, "everywhere" for lawbreakers and untrustworthy, and promoting the positive cycle of "good money expelling bad money".
Give play to the advantages of "Internet + supervision" to conduct credit portraits of drug supervision targets
Guo Tao said that according to the "Management Measures", the Food and Drug Administration will scientifically define the credit rating and achieve accurate "scoring system" management. In accordance with the principle of "one enterprise and one file", according to the production and operation behavior of drug supervision targets, credit profiles are profiled every year.
The specific scoring method is similar to the management of driver's license scoring, each enterprise is given 100 basic points every year, and according to the relevant penalties of the "two products and one machine" regulatory laws and regulations, 120 illegal and illegal scoring situations are listed in detail, and 2-50 points are deducted from the basic points in 11 grades, and the total score is deducted less than 15 points, more than 15 points, and more than 40 points are deducted according to each natural year, and they are included in the list of serious violations of the drug safety and untrustworthiness according to the "Measures for the Management of the List of Serious Violations of the Law and untrustworthiness in Market Supervision and Management" In 4 cases, the credit rating is 4 in turn as "trustworthiness (Grade A), Basic Trustworthiness (Grade B), Untrustworthiness (Grade C), and Serious Untrustworthiness (Grade D)", and the assessment process and standards are implanted into the credit supervision information system to ensure that the "profile" of each enterprise's credit status is accurate.
It is reported that the "Administrative Measures" consist of 12 chapters and 57 articles, making clear institutional provisions on the aggregation of credit information, credit management of key personnel, credit appraisals, credit rating determination, and so forth, strictly standardizing the implementation of measures such as credit punishment, restraints on untrustworthiness, and disclosure of credit information in accordance with law, implementing differentiated supervision and management of market entities in accordance with credit status and credit rating, forcing the implementation of market entities' main responsibilities.
Based on credit, we will build a new drug safety supervision mechanism in Ningxia
