Strengthen the construction of a digital public service platform for rural revitalization

"The implementation of the rural revitalization strategy is a major policy decision and deployment made by the Nineteenth National Congress of the Communist Party of China, and rural public services play an indispensable role in the implementation of the rural revitalization strategy, which is of great significance for promoting the process of rural urbanization, as well as the equalization of basic public services in urban and rural areas, and for realizing the various sub-goals of rural revitalization." Zhou Hong, a deputy to the Provincial People's Congress and chairman of Anhui Tongcaohua Modern Agricultural Technology Co., Ltd., told reporters that the proposal she brought this time was "to propose to increase the construction of a digital public service platform for rural revitalization."

Zhou Hong said that in recent years, the improvement of rural public services has promoted the process of urban-rural integration development and urbanization, bringing more and more sense of gain to farmers, but the insufficient supply of digital public services in rural areas, the imbalance of the "soft" and "hard" public service structure, and the low accuracy have become the bottlenecks of rural revitalization. In order to solve these problems, as a grassroots representative who has long served rural construction, she suggested starting from the following aspects: first of all, we must improve the financial system and guide funds to the countryside; second, we must optimize the supply model, promote the balance of digital platform services, and use "Internet + public services" to strengthen the construction of online service platforms; again, we must promote the networking of agricultural operations and vigorously promote the digitization of rural governance.

Zhou Hong said that carrying out standardized production and networked operation is a trend in the future development of China's agriculture and rural areas. As of the end of the first quarter of 2020, the number of rural Internet users nationwide was 255 million. With the rapid penetration of the Internet, the rural e-commerce support service system will be accelerated and improved, and the "digital gap" between urban and rural areas will continue to narrow, by September 2020, almost all cities above the county level in the country have express delivery outlets, and the coverage rate of outlets will reach 97%, basically realizing "rural outlets". Therefore, through the network, we can organize scattered farmers, implement the "Internet +" agricultural products out of the village and into the city project, promote artificial intelligence and big data to empower rural physical stores, strengthen the release of market network information, and comprehensively open up online and offline marketing channels for agricultural products, so as to accelerate the construction of rural revitalization.
