According to the website of the Chinese Embassy in the United States, Liu Pengyu's letter was sent on August 11 to counter the editorial of the Washington Post published an editorial the day before (10th) maliciously hyping up China-related issues.

The editorial claimed that although the hosting of the Tokyo Olympics has received a lot of criticism and even protests, the existence of these phenomena is the embodiment of Japan's "democracy and freedom". The editorials have hyped up China's internal affairs issues, such as those involving Taiwan and Xinjiang, and have also put pressure on China on the so-called human rights and traceability of the new crown. The editorials clamored that while China would not allow opposition to the Beijing Winter Olympics to emerge, the United States and other democracies, as well as the media, still needed to issue "condemnations" at the Beijing Winter Olympics, rather than just reporting on the positive message of the Winter Olympics.

In response to this editorial, Liu Pengyu wrote to the Washington Post the next day to refute it. The full text is as follows (the bold content is the selected part of the Washington Post on the 23rd):

Your August 10 editorial, "Celebrate Sports, Not Dictatorship," was filled with false information about China and exuded arrogance and prejudice. As spokesperson for the Chinese Embassy in the United States, I feel the need to respond in order to set the record straight.

First, polls by international authorities show that the Chinese people's satisfaction with the Chinese government has exceeded 90% year after year. The path chosen by the Chinese people and which has been proven to be correct is not something that can be smeared and denied by one or two media outlets and some politicians. Second, the affairs of Taiwan, Hong Kong and Xinjiang are all china's internal affairs, and China's national sovereignty brooks no external interference, which is the most basic norm of international law.

On the Taiwan issue, China's bottom line of firmly safeguarding national sovereignty and territorial integrity cannot be trampled upon. The US side should earnestly abide by the one-China principle and the stipulations of the three Sino-US joint communiques, and stop playing the "Taiwan card" in the fire. The Hong Kong National Security Law has brought Hong Kong from chaos and governance to a popularity with the majority of hong Kong people and foreign enterprises in Hong Kong. The seizure of Capitol Hill in the United States is considered "rebellion" and "domestic terrorism", so why did the same riotous acts become what you call "democracy" and "freedom" in Hong Kong? The so-called "genocide" in Xinjiang is a lie of the century fabricated by some US politicians, which has been repeatedly falsified by facts.

If you have been to Xinjiang, you will know how absurd it is to preach such lies, in the past 40 years, the Uyghur population in Xinjiang has grown from 5.5 million to 12.8 million, and the average life expectancy has increased from 30 years to 72 years. On the issue of traceability of the epidemic, we oppose politicization and stigmatization, oppose the "presumption of guilt", and support WHO to carry out open, fair and transparent traceability investigations in many parts of the world as soon as possible on the basis of science and facts, and restore the truth at an early date, including cases in the United States before November 2019.

Speaking of human rights, it is well known that the United States has created large-scale humanitarian crises and human rights disasters in Iraq and Syria, and human rights violations are widespread in the United States. According to your logic, does the United States qualify to host the Olympic Games?

At present, the preparations for the Beijing Winter Olympics are progressing smoothly, and we are confident that we can work with all parties to make the 2022 Beijing Winter Olympics a simple, safe and wonderful Olympic event. The so-called "boycott" you called for is actually the abduction of athletes and enterprises from various countries in ignorance and anti-intellectualism, and the smear and attack on China at the expense of their interests. What is really to be resisted is the politicization of the Olympic Movement under the guise of "human rights".
