National Standards for Express Delivery Services On December 30, 2011, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and the Standardization Administration of the People's Republic of China jointly issued a series of national standards for express delivery services, which were officially implemented on May 1, 2012.

5.4 Delivery

5.4.1 The form of delivery shall mainly include three forms: face-to-face delivery by name and address, user self-collection or negotiation with the user.

5.4.2 Face-to-face by name and address

5.4.2.1 Delivery time The delivery time of the courier service organization shall not exceed the service time limit promised to the user.

5.4.2.2 Personnel dressed and dispatched shall uniformly wear clothing with organizational markings and wear a badge or badge when delivering.

5.4.2.3 Delivery times The courier service organization shall provide at least 2 free deliveries of express mail. If the recipient still needs to deliver the express mail that cannot be delivered twice, the courier service organization may charge an additional fee, but the recipient shall be informed of the charging standard in advance.

5.4.2.4 Express mail signing

5.4.2.4.1 When the acceptance dispatcher delivers the shipment to the recipient, he shall inform the recipient to accept the shipment in person. The outer packaging of the shipment is in good condition and is confirmed and signed by the recipient. If there is an abnormal situation such as obvious damage to the outer packaging, the receiver shall inform the recipient to accept the inner parts first and then sign for the receipt; unless otherwise agreed between the courier service organization and the sender.

5.4.3. User self-pick-up user pick-up is mainly applicable to the following situations: a) delivery of express mail that cannot be delivered twice, b) requirements made by relevant government departments (such as customs, public security, etc.).

5.4.4 Negotiate with the user For users with special needs, the courier service organization may negotiate with the user and adopt other ways to properly invest in the user.

The Interim Regulations on Express Delivery were adopted at the 198th executive meeting of the State Council on February 7, 2018, and are hereby promulgated and shall come into force on May 1, 2018. Premier Li Keqiang March 2, 2018

Article 25 An enterprise engaged in express delivery business shall deliver the express mail to the agreed receiving address, the recipient or the consignee designated by the consignee, and inform the consignee or consignee to accept it in person. The recipient or consignee has the right to accept the acceptance in person.

The Administrative Measures for Smart Express Mail Box Delivery Services was adopted by the 12th Ministerial Meeting on June 12, 2019 and is hereby promulgated and shall come into force on October 1, 2019.

Measures for the Administration of Intelligent Express Mail Box Delivery Services

Article 22 Where an enterprise using a smart express box uses a smart express box to deliver express mail, it shall obtain the consent of the recipient; if the recipient does not agree to use the smart express box to deliver the express mail, the enterprise using the smart express box shall provide delivery services in accordance with the name and address agreed in the express delivery service contract. The exception is made if the sender designates the smart express box as the delivery address when delivering the item.

Measures for the Administration of the Express Delivery Market (Revised Draft)

Article 32 The recipient shall confirm the receipt of the express mail by signing or other express means that are easy to identify and save. The recipient can designate a consignee to accept the shipment and confirm receipt of the shipment.

  If the recipient or the consignee designated by the recipient cannot accept the express mail in person, the enterprise engaged in express delivery business shall separately agree with the user on the express delivery service method and confirm the way of receiving the express mail.

  Enterprises engaged in express delivery business shall not confirm the receipt of express mail on behalf of the user without the consent of the user, and shall not deliver the express mail to the express delivery terminal service facilities such as smart express boxes and express delivery service stations without authorization.
