On the classification of specific products as feed additives within the scope of EC Regulation No. 1831/2003 and the delisting of certain feed additives (for the European Economic Area)
—Policy Interpretation—

On 10 May 2021, the European Commission adopted Regulation 2021/758, which clarifies the compliance conditions for feed additives and the list of "86 feed additives withdrawn from the market" and "17 no longer used as feed additives". According to the requirements of the European Union, after the regulation takes effect on May 30, the above products will not be used for feed additive purposes, and some that have been produced and marked as feed additive uses must be sold and used within a transition period of 12-24 months.

Withdrawal of the market
In the feed additives described below, the part of the animal species or category should be withdrawn from the market.
1. Feed additives that should be withdrawn from the market for all animal species or categories
1. Preservatives: sodium citrate, potassium citrate, sodium lactate, potassium lactate
2. Emulsifiers and stabilizers, thickeners and gelling agents: sorbitol, mannitol
3. Binders, anti-caking agents and coagulants: bentonite - montmorillonite
4. Vitamins, vitamins and chemically well-defined substances with similar effects:
1) Riboflavin (vitamin B2). All patterns except the following:
a. Solid form of riboflavin produced by riboflavin
b. Solid form of riboflavin produced by Bacillus subtilis
c. Solid form of riboflavin 5'-phosphate monosodium salt produced by Bacillus subtilis produced by 98% phosphorylation
2) β- Carotene. All forms except β-carotene authorized by The European Commission Regulation (EU) No. 2015/1103.
5. Silage additives:
Microbiota: Enterococcus faecalis, Bacillus subtilis, Lactobacillus plantarum
6. Colorants, including pigments: Carbon black is authorized by the Community to be used as a colorant for food coloring
7. Flavoring and tempting substances:
a. Natural products - botanical definition
Onion: Onion concentrate
Garlic: Garlic extract
West Indian sandalwood: Sandalwood oil
Cashews: Cashew oil
Dill: Dill seed extract
Dry parsley: Dry parsley seed extract
Absinthe: Absinthe oil
Artemisia arbusus: Chen Mugwort extract (water-based)/Chen Mugwort oil
Artemisia annua: Artemisia annua oil
Bacopa monnieri: Thyme leaf tincture
Kudzu: Kudzu extract/oleoresin
Single-spike cohosh: Mongolian oak; black cohosh: black cohosh extract
Cinnamon: Cinnamon bark essential oil
Ceylon cinnamon: cinnamon bark essential oil
Bitter Orange: Bitter orange oil
Citrus: Tangerine terpene
Grapefruit: Raw grapefruit oil/grapefruit extract
Licorice: Licorice extract (solvent)
European juniper: juniper seed extract
Bay: Bay leaf extract / bay leaf oleoresin
Broadleaf lavender: Spike lavender oil
Maca: Maca extract
Pine red plum: broom leaf oil
Bo fall back: Bo fall back to the net oil / Bo fall back extract / Bo fall back to the essential oil / Bo fall back tincture
Crude bran chai: Crude bran chai extract
Acerola cherry: Acerola cherry extract
European Wild Apple: Apple concentrate
Alfalfa: Alfalfa tincture
Fragrant bee flower: Incense bee flower oil
Lip Calyx Peppermint: Lipstical Calyx Peppermint Oil
Nutmeg: Nutmeg oil / nutmeg oil resin
Turu gum: Turu gum extract (solvent)
Peru Turu Gum: Peruvian Balsam Extract (Solvent)
Nine-story tower: basil oil
Callus red myrrh: Red myrrh oil
Passion Fruit = Dwarf Certil Fruit: Passion Fruit Extract (Water-based)
Geranium: Geranium oil
Bordeaux Tree: Bordeaux tree extract/Bordeaux tincture
Coastal Pine: Pine oil
West Indian laurel: bay oil
Kava Pepper: Kava Tincture
Saponaria bark: Saponaria bark extract (solvent)/saponaria bark concentrate
Blackcurrant: Blackcurrant extract
Summer Peppermint: Summer Peppermint Oil
Locust rice: Locust tree oil
Benzoin tree: Benzoin resin
Camellia = Camellia = Camellia : Tea Tincture
Hookworm = Cat's Claw: Cat's Claw Extract
Valerian: Valerian tincture

2. Feed additives that should be removed from the market for sections of specific animal species or categories.
1. Trace elements:
Molybdenum – molybdenum, sodium molybdenum molybdenum (all animal species and species, except sheep)
2. Acidity regulator:
Ammonium carbonate (cats and dogs)
Ammonium bicarbonate (cats and dogs)
Potassium hydroxide (cats and dogs)
Calcium hydroxide (cats and dogs)
3. Carotenoids and lutein:
β-Carotene (canary)
4. Other additives:
Chlorophyll ketone complex is authorized by the Community for food coloring colorants (all animal species and categories, except cats and dogs)
Chlorophyll ketone complex is used as a colorant [Functional Group 2a(iii)] (grain-eating ornamental birds; small rodents; ornamental fish
Carbon black as a colorant [Functional Group 2a(iii)] (ornamental fish)
Iron oxide red, iron oxide black and iron oxide yellow are authorized by the Community regulations as colorants for food coloring (M)
5. Flavoring and tempting substances:
a. Natural products - botanical definition
Sunflower: Sunflower extract (cat and dog)
God Vanilla = Hyssop: Hyssop Oil (Cats and Dogs)
Porcine pancreas (extract of the defatted porcine pancreas) (cats and dogs and other carnivorous and omnivorous companion animals such as ferrets)
b. Amino acids, amino acid salts and their analogues
Technically purified L-Lysine Hydrochloride and DL Methionine Blend Protected with Vinylpyridine Copolymer/Styrene (Cow)
Feed additives with authorized time limits
Anticoccidia drugs and other drugs
Chlorobenzanidine hydrochloride 66g/kg (Zoeter Belgium as authorized holder) (turkey)
α-Madubycin 1g/kg Zoeteng Belgium as the authorized holder) (Turkey)
Feed additives that have not been notified in accordance with Article 10(1)(a) of Regulation (EC) 1831/2003

Two articles

Transitional measures for the withdrawal of feed additives from the market
The existing stocks of feed additives listed in Article 1 "Feed additives without authorization time limit" and "Feed additives not notified in accordance with article 10(1)(a) of Regulation (EC) 1831/2003" may continue to be marketed and used until 30 May 2022.
Premixes produced using the additives referred to in paragraph 1 of this Article may continue to be marketed and used until August 30, 2022.
Compound feeds and feed raw materials produced using the additives referred to in paragraph 1 of this Article or the premixes produced with the additives referred to in paragraph 2 may continue to be marketed and used until May 30, 2023.
Except as provided in Article 1, 2 and 3 of this Article, feed additives such as sodium citrate, potassium citrate, sorbitol, mannitol and calcium hydroxide listed in Article 1 and their upstream and downstream feeds may continue to be marketed and used until May 30, 2028.

Decommissioning
Repeal Regulation (EC) No. 880/2004: On April 29, 2004, the use of β-carotene and cantein as additives in feeds belongs to the pigment group (texts relating to the European Economic Area).
Repeal Regulation (EC) 775/2008: On 4 August 2008, the maximum residue limits for the feed additive cantilever (texts relating to the European Economic Area) were established, in addition to the conditions set out in Directive 2003/7/EC.

Products not included in the scope of feed additives in Regulation (EC) No. 1831/2003
The following substances, microorganisms or preparations are not feed additives within the scope of Regulation (EC) No. 1831/2003. Tamarind seed fine powder, potassium dihydrogen phosphate, dipotassium phosphate, tripotassium orthophosphate, diamine phosphate, disodium dihydrogen diphosphate, potassium pyrophosphate, potassium tripolyphosphate, trisodium bicarbonate, potassium bicarbonate, calcium oxide, sucrose fatty acid esters (sucrose esters and edible fatty acids), sucrose glycerides (mixture of sucrose and edible fatty acids monoglycerides and diglycerides), polyglycerides of non-polymeric edible fatty acids, 1,2-propanediol (propylene glycol) and edible fatty acids and mixtures of both with dibasic acids, South Africa does not need sturgeon, Australian flat shark/cartilage.
Products referred to in paragraph 1 of this Article that are legally listed and marked as feed additives and premixes before May 30, 2024 may continue to be marketed and sold until the inventory is exhausted. The same applies to feed raw materials or compound feeds that are identified as feed additives under Regulation (EC) No. 767/2009.

Products included in the scope of feed additives in Regulation (EC) No. 1831/2003
The substances, microorganisms or formulations described below fall within the scope of Regulation (EC) No. 1831/2003 as feed additives: xylitol, ammonium lactate, ammonium acetate.
The products referred to in paragraph 1 of this Article may continue to be sold and used until May 30, 2028.

This Regulation shall come into force on the 20th day of its publication in the Official Journal of the European Union (10 May 2021).
In view of the large adjustment of the EU's feed additive management policy this time, and the EU is also the main export market for feed additives in China, the policy adjustment is to minimize the policy
