Some people in the medical insurance system told the Health Bureau that the responsibility of the National Medical Insurance Bureau is to ensure the openness and transparency of the price of the pharmaceutical industry, not limited to the products in the medical insurance catalog.
Once the dental implant is collected, according to the previous experience of national collection, its price reduction is expected to reach 60% to 90%, and related enterprises and private chain institutions will be affected.

At the two sessions in 2021, Li Xiaoli, a deputy to the National People's Congress and part-time vice chairman of the Feidong County Federation of Trade Unions, said that the average treatment cost of a dental implant in her county-level hospital ranged from about 6,000 yuan to 20,000 yuan. The average person with 28 teeth can buy a suite in the local county if they have a full mouth.
Li Xiaoli suggested that implants be included in medical insurance. However, at that time, the National Medical Insurance Bureau responded that at present, all provinces, autonomous regions and municipalities are not included in the scope of basic medical insurance payment for glasses, dentures, prosthetics and other appliances.
Wang Tianyu, associate professor of the Department of Social Security of the College of Labor and Personnel of Chinese University, believes that the functional positioning of medical insurance is "to ensure the basics", and dental implants are not the only choice for the restoration of missing teeth, so they belong to the self-funded project.
The root cause of the high cost of implant treatment lies in consumables such as crown implants. According to the research report of Tianping Yang Securities, the cost of implant teeth is between 3500 yuan and 12,000 yuan, the core material of the implant accounts for 50% of the overall cost, the cost of surgical treatment accounts for 25%, and the rest is the intermediate link cost such as agents.
Although public hospitals will separate the material costs and surgical fees, the implant consumables are in a series of processes such as bidding and procurement, and various intermediate links make it impossible to minimize their prices.
In the eyes of industry insiders, the cost of dental implants has not been able to reduce prices because there are too many stakeholders in the middle. From doctors to dealers, every link must get corresponding profits, and the whole system can be operated reasonably.
The National Medical Insurance Bureau has said that it plans to guide local governments to include implants in the scope of the platform hanging net, promote the price of various brands of implants to be transparent and squeeze out water. This has actually laid the foundation for "the medical insurance department to regulate the price of non-medical insurance products".
Once the medicare department can manage the implant, this step will open up space for the Medicare in the future. In addition to the medical insurance list, the prices of a large number of drugs, consumables and medical services such as dental implants, hearing aids, and imported special drugs may face bargains in the future.
As long as the price is too high and causes social concern, it must be managed. This line of thinking will completely change the pattern of China's pharmaceutical industry.

In August 2021, the Ningbo Medical Insurance Bureau interviewed 5 imported dental implant suppliers, requiring the establishment of a dental implant brand directory, if the price reduction is in place, you can pay reimbursement through the medical insurance account, this policy is considered by the industry to be a signal for the government to release the collection of implants.
Only three months later, Sichuan Province, Ningxia Hui Autonomous Region and Shanxi Province successively issued news to establish a provincial alliance for oral consumables, requiring medical institutions within the alliance to declare collection information.
At present, the detailed rules for the collection and collection of dental implants in various places have not yet been introduced, and the national level is strongly promoted, and the implementation will be quick in various places. In 2022, people in many provinces are expected to use cheap dental implants.
Dental implant collection will promote a round of domestic substitution. The Health Bureau learned that China's current dental implant products are mainly foreign brands in the United States, Switzerland, Germany and other foreign brands. According to the guohai securities research report, domestic implants started late, and the current market share is expected to be at 7%. The price of many imported brand implants is more than 3 times that of domestic brands, and once collected, domestic products will replace imported goods in a large area.
However, compared with traditional consumables such as cardiac stents and artificial joints, the market for dental implants is mostly in private hospitals, and the amount of surgery in public hospitals is not large. If, as in the past, the volume is reported by public hospitals, the overall procurement volume may not be high, weakening the bargaining power of the national collection.

In the collection of dental implant information in Sichuan Province carried out in November 2021, the main body of the report is no longer a hospital at all levels, but a production enterprise. Each company knows the actual sales volume of its products in various places, and if you want to sell data, you can basically determine the actual use of dental implants on the market.
This idea may be applied to more products in the future, and varieties that are not sold in public hospitals, or varieties that are not accurately used in public hospitals, can obtain more accurate usage through enterprises.
At the executive meeting of the State Council, the tone was set, the national collection and procurement of dental implants has been nailed down, and the centralized procurement of high-value consumables has continued to advance. According to the "14th Five-Year Plan" national medical security plan, the procurement of medical consumables with quantity is included in the main indicators, and it is required that by 2025, the national and provincial high-value medical consumables centralized procurement varieties should reach more than 5 categories.
In the face of the situation that "everything is possible to collect", Jin Chunlin, director of the Shanghai Municipal Health and Health Development Research Center, suggested that relatively low-end products should actively participate in collection and procurement to expand market share; high-end products should beat competitors in quality and meet the needs of high-end consumer groups, which is also a major strategic direction.
Up to now, the national collection has used the market-oriented mechanism to squeeze the inflated price of medicines, saving more than 260 billion yuan in medical insurance and patient expenditure, and also promoting the research and development and quality improvement of domestic pharmaceutical products.
