Born in 1974 in Changsha, Hunan Province, Xiong Ni began diving at the age of 7 and entered the provincial team the following year with his outstanding talent and hard work. In 1986, at the age of 12, Xiong Ni won four championships in the National Diving Championships and was subsequently selected for the Chinese national diving team. In 1988, at the age of 14, Xiong Ni represented the country at the Seoul Olympics and rose to fame on the 10-meter platform, but his main rival Loganis, who was stained with blood in the pool and his prestige touched the referee. Xiong Ni lost with a silver medal, and although he only won one silver medal, he won the reputation of "uncrowned king".
In the 1993 World Cup diving competition, Xiong Ni won both team and individual championships; in 1996, he finally fulfilled his olympic dream of eight years ago at the 26th Olympic Games, and also won the first men's springboard gold medal for China. In 1997, he announced his retirement, but in 1998, the national diving team fell to the bottom, and he resolutely chose to come back to show a high sense of responsibility and honor of an outstanding athlete. Xiong Ni, who made a comeback at the 2000 Sydney Olympics, won the championship with the final perfect jump reversal. Xiong Ni became the savior of Chinese diving at the Sydney Olympics, after Chinese diving missed gold medals in succession, until he turned the tide with his record of winning the 3m board Olympic champion, and Chinese diving accepted gold medals in all subsequent events, including Xiao Hailiang and his double champion. In 2001, he retired again at the National Games.
After retiring from the army, Xiong Ni served as the full-time deputy secretary of the party committee of the Hunan Provincial Sports Bureau and devoted himself to the construction of the national sports industry, and his position changed many times in the following years. On January 16, 2007, Xiong Ni was officially appointed deputy director of the Hunan Provincial Sports Bureau, becoming the youngest deputy department-level cadre in Hunan Province to focus on swimming and diving sports management center, shooting sports management center, wrestling judo taekwondo sports management center. In 2009, Xiong Ni personally took charge of the affairs of the Hunan Xiangtao team of the Chinese Second Division team as the chairman of the Hunan Provincial Football Association, and assisted the team to win the Chinese Football League B Championship in one fell swoop and successfully promoted to the First Division Star Column. Until this year, Xiong Ni took another step forward, and on December 27, 2021, the Hunan Provincial Sports Bureau held a cadre meeting to announce the decision of the provincial party committee on the appointment and dismissal of the secretary of the party group of the provincial sports bureau: Xiong Ni was appointed as the secretary of the party group of the provincial sports bureau and became the leader of the Hunan Provincial Sports Bureau.
