Guide migrant workers to return to their hometowns at staggered peaks. All localities should reasonably adjust the holiday and resumption time of enterprises according to the needs of epidemic prevention and control, and actively guide migrant workers to return to their hometowns at staggered peaks. According to the needs of epidemic prevention and control and the return of migrant workers to work, human resources and social security, transportation, public security, health and other relevant departments should strengthen work coordination, improve the registration of personnel information and the connection between the input places of export, and organize the "point-to-point" transportation of migrant workers returning to work in a timely manner. Human resources and social security departments should collect and provide information on personnel with centralized needs for returning to work; health departments should strengthen the health monitoring of migrant workers; transportation departments should coordinate transportation demand and capacity supply, do a good job of service connection between different modes of transportation and between urban and rural areas, and organize "point-to-point" orderly transportation through chartered buses, special trains, charter flights, etc. during the Spring Festival; public security departments should strengthen the management and service of chartered transportation order.
Organize college students to avoid peaks and open schools during the holidays. Education departments should optimize and adjust the winter vacation time of colleges and universities according to the requirements of local epidemic prevention and control and teaching plans, stagger the peak to arrange the spring semester to return to school, stagger the spring spring opening time after the holiday, and if the school really needs to start during the Spring Festival, it is necessary to avoid the peak of the Spring Festival return, that is, February 5 to 8, February 16 to 17. It is necessary to fully grasp the winter vacation and spring start time of the local colleges and universities, map out in advance the transportation needs of students leaving school and returning to school, and promptly notify the transportation, railway, and civil aviation departments for transportation, railways, and civil aviation departments if they have the conditions, and organize "point-to-point" transportation such as chartered buses, special trains, and chartered flights for students.
Implement limited reservation staggered peak reception in tourist attractions. A-class tourist attractions reasonably set the upper limit of tourist reception, and 4A and above tourist attractions, except for vulnerable groups such as the elderly and the disabled, should fulfill their appointments. Strictly control the size of tourism teams, and strictly implement the "circuit breaker" mechanism for the management of inter-provincial tourism business activities. Under the leadership of the local party committee and government, and in accordance with the requirements of the epidemic prevention and control of the territory, the culture and tourism department should dynamically grasp the information such as the number of tourist attractions booked for visits 4A and above in the territory, strengthen communication and coordination and information sharing with the transportation department, and the transportation department should optimize the transportation route and capacity arrangement in a timely manner according to the traffic needs of tourists, so as to ensure the smooth connection of transportation and tourism and reduce gathering.
According to the Ministry of Transport, the 2022 Spring Festival will start on January 17 and end on February 25, a total of 40 days.
