1. 2. In order to establish a competition system that matches the development plan of the three major balls, adhere to the people-centered approach, and deepen the reform of the three major ball competitions of the National Games, from 2022, the All-China Sports Federation will initiate, create, host and manage the "Sports Cup" three major ball city leagues (hereinafter referred to as the "City League").

1. Principles and purposes of the establishment

Adhere to the principle of "open to the society", break the boundaries of "department", "industry" and "identity", and hold more and better high-level and wonderful events around the people. At the same time, the city league is used as a platform to display the image of the city, enhance the influence of the city, and promote the participating cities to become a new development city with more vitality and sports characteristics.

2. Participating subjects

Each project of the City League is based on the city as the participating unit, and on the principle of voluntariness, cities at the prefectural and municipal levels and above can register for the competition.

3. Project settings

Football, basketball and volleyball are all divided into men's and women's categories, and each event has only one group, regardless of age group.

4. Format

The City League revolves around the National Games every four years for a cycle. In principle, the men's and women's competitions of the city league shall adopt the home and away competition format, and according to the registration situation and in accordance with the principle of regional proximity, the league will be organized in the form of divisional competition, regional competition, and finals. If it is really impossible to play home and away matches due to the needs of epidemic prevention and control, the tournament system league will be arranged according to the actual situation.

5. Competition method

In order to increase the confrontation and ornamentality of the competition, the three major ball competitions will innovate and establish a new point system under the premise of following the rules of the relevant international sports organizations. Overall vision:

(1) Each football match shall be decided. In the event of a draw in the 90th minute, penalties are taken to decide the winner.

(2) Basketball and volleyball have points in each game, and the team must compete in every game.

The specific points method for the three major ball competitions of the City League will be specified in the competition regulations of each event.

6. Athlete qualifications and team registration

(1) The city league implements unified athlete registration management, except for athletes with CBA and middle-class record, domestic athletes (including Hong Kong, Macao and Taiwan) can participate.

(2) Athletes participating in the city team shall be associated with the city, such as living, working, studying, etc. in the city.

(3) A certain proportion of foreigners (including students) working and studying in the city are allowed to participate in the city league. They will be eligible for eligibility at the time of registration and will not be allowed to participate in foreign professional league registration and playing experience.

(4) In principle, an athlete can only choose to represent one city to participate in the city league during a cycle of the city league.

(5) Team registration

Participating cities shall form teams and register for participation in accordance with the above qualification conditions; for those who have established teams in the participating cities and participate in the relevant leagues of the Chinese Football Association, the Chinese Basketball Association and the Chinese Volleyball Association, they shall continue to participate in the relevant association leagues, and may represent the city to participate in the city leagues, but must issue a letter of commitment to the General Competition Committee of the General Sports Federation to ensure that the team cannot withdraw from the league of the corresponding association as a whole because of participating in the city league.

(6) The specific implementation rules will be notified separately in the competition regulations of each project.

7. Linked to the qualifications of the National Games

(1) The results of the city league are linked to the qualification of the National Games

Since the beginning of the 15th National Games in 2025 (hereinafter referred to as the National Games) cycle, the results of each year of the City League will be linked to the qualification of the final stage of the National Games, and the specific number of qualifications, points method and the host's way of obtaining qualifications will be notified separately. The final results of the three major city teams of the National Games are counted in the provinces, autonomous regions and municipalities directly under the Central Government.

(2) Incentive policies

In order to encourage cities to actively participate, the Department of Athletics is studying the incentive policies of the three major balls of the City League and the National Games, including the inclusion of the city league in the catalogue of events that can award athletes technical level titles, reasonable medal methods, etc., which are subject to the officially announced policies. The three-ball championship ceremony of the National Games will be held at the closing ceremony of the National Games, and the mayor of the champion city will receive the trophy together with the team.

8. Television broadcasting

All participating cities in the City League must broadcast their matches through the city's television station.

9. Opening and closing ceremonies

The city host city of the annual opening ceremony of the city league adopts the bidding system, and the closing ceremony is arranged to be held in the final city.

10. Funding

Participating cities bear the costs of the main venue, medical treatment, epidemic prevention, security, television broadcasts, and food, accommodation, and transportation for their own teams.
