Recently, the operation and dispatch service hall of suqian navigation center of the Northern Jiangsu Navigation Management Office was officially put into use, officially kicking off the prelude to the centralized dispatching of the Northern Jiangsu Canal area. At present, Suqian Navigation Center has achieved full coverage of remote centralized dispatch management and online and offline 24-hour "one-stop" service for the four locks under its jurisdiction, Siyang, Liulaojian, Suqian and Soap River.

During the New Year's Day holiday in 2022, the four gates under the jurisdiction of Suqian Navigation Center opened 262, 201, 280 and 338 gates respectively, an increase of 9.16%, 36.46%, 0.36% and 38.5% respectively year-on-year; a total of 272 fleets and 2406 cargo ships were released, an increase of 54.55% and 20.54% respectively year-on-year.

Since September 2021, the center has reset the ship density according to the ship docking conditions between the locks and the actual situation of the channel, to ensure the smooth and efficient passage of the whole basin, and through the "one system" management, "one window" service, "one platform" consultation, "one set of standards" operation, greatly improved the operation efficiency, which has been generally recognized by the crew.

At present, through the "Ship Communication" APP, the crew can complete all ship gate-related matters by themselves in just a few seconds. Crew members can freely choose the lock number that can be passed according to the scale, lock situation and water conditions of their own ship, and can also apply for services such as "temporary lock" and "restoration of the gate" with one click.

It is understood that the dispatching system of the Northern Jiangsu Canal region has upgraded the scheduling and control system by using AIS identification and mobile phone positioning, which has changed the previous manual registration review, single payment method, manual dispatch one by one, high frequency of crew waiting, and long business handling time, and realized the intelligent ship audit, registration automation, self-service payment, precise scheduling, humanized scheduling, and systematic control, while also reducing human interference factors.

The system is mainly based on the intelligent scheduling system of the smart locks, intelligently upgrades the core workflow of operation and production, and expands the centralized scheduling and operation system of multiple locks, including not only the main functions such as centralized registration review and centralized scheduling, but also the auxiliary functions such as centralized number recovery, centralized priority gate crossing, centralized inspection and supplementary registration, and centralized violation management.

Hou Dongguang, secretary of the party committee and director of suqian navigation center, introduced that after the centralized dispatch of ships with multiple locks, there is no need for manual operation, and the system automatically reviews the ship information and trajectory, and the scheduling efficiency is increased by 75%, and the utilization rate of the lock room is increased by 10%.
