  "In the past, the phenomenon of cadres not acting as officials and the mentality of 'lying flat' existed to a certain extent, and the cadre appraisal system at that time lacked a scientific evaluation mechanism in accurately assessing the spirit, ability and level of cadres, especially the causal relationship between the overall performance of the leadership team and the individual efforts of each cadre in the team." Talking about the original intention of setting up the "responsibility index", the full-time deputy director of the Wuxi Municipal Assessment Office introduced.

  Based on this, in 2019, Wuxi introduced the "responsibility index" assessment method for municipal management leading cadres, set up a scientific indicator system, and listed the four indicators of political responsibility, historical responsibility, responsibility responsibility, and career responsibility as evaluation elements, and evaluated the implementation of the decision-making and deployment of the central and provincial and municipal party committees, the overall situation of the active service center, the sense of responsibility of officials to start a business, and the active undertaking of urgent, difficult, dangerous, and heavy tasks. In accordance with the 360 ° appraisal principle, adopt the method of "one description and three evaluations" of leading cadres, main leaders, organizational departments, and party members and cadres of their own units to conduct a comprehensive evaluation, of which, for the main posts of municipal organs and county and district party and government deputies, a link to solicit the opinions of municipal leaders in charge is added, and personal performance information tables are simultaneously collected for performance comparison.   On the basis of comprehensive evaluation, Wuxi further quantified the results of the main leadership evaluation (in charge of the municipal leadership evaluation) and the evaluation of the party members and cadres of the unit, and carried out weighted average according to the weight of 50% of each, plus the organization department combined with the organization of the organization that has less than 3 points of the understanding of the cadres in the usual time, and obtained the preliminary score of the "responsibility index".   "The design of the 'responsibility index' presents three major characteristics: first, the index ranking accuracy is high, which is mutually corroborated and consistent with the reflection of cadres and groups and the understanding and mastery of the organizational department; second, the 'two ends' personnel are prominent, reducing the 'good people's votes' and 'random votes'; the third is to quantify the results, which better compensates for the drawbacks of the low degree of democratic evaluation and differentiation, and provides an important basis for the use of the follow-up incentive mechanism."   Comprehensively link the evaluation results of the "responsibility index" with selection and appointment, commendation and reward, post adjustment, etc., and simultaneously implement positive incentives and reverse constraints. Since last year, 563 municipal management leading cadres have been specially assessed as a level, and 85 cadres with more than 90 points in the "responsibility index" have been further used or promoted to ranks.
