After completing his post-doctorate in law in Paris, France, Fu Ning returned to his beloved homeland of Cambodia. At that time, Cambodia attached great importance to intellectuals, and Fu Ning, Khieu Samphan, Hu Rong and others all left their teaching work and became ministers of King Sihanouk.

However, Fu Ning, Khieu Samphan and Hu Rong did not agree with King Sihanouk, they had their ideals and hoped to redden Cambodia, so they had many conflicts with King Sihanouk.
