Although the county seat was liberated and the troops were anxious to march to Yunnan and Sichuan, there were few local cadres and the rural grass-roots organizations had not yet been established, so they had to use the personnel of the old villages. After the army passed, the old forces that were originally intimidated by the oppression of the army began to stir again. Some veterans of Chiang Kai-shek's army and local forces began to organize armed riots, loot property, kill activists who were close to liberation, and attack PLA garrisons and local organizations.
In the five townships (21 km) of the Gutong area in the western part of Majiang County alone, two bandit armed forces have emerged. One was on November 18, 1949, when Yin Tao, the old township mayor of Gutong, gathered more than 80 people and swore an oath to "start an incident" by drinking chicken blood wine at Jingyang Pass. Later, it expanded to more than 300 people and called himself the regimental commander. In January 1950, Luo Huixiong, who had been the commander of Jiang's army in Leping Township, searched for these people in Ciguchong, and then deceived and co-opted some of them, became the leader of the detachment, and then defected to Cao Shaohua, the bandit leader of the "Guizhou Self-Rescue Army", and was appointed by Cao as the commander of the 11th Division, with 5 regiments under his jurisdiction, with 119 backbones above the deputy level of the squadron and only 239 bandits. One of the bandits, Li Wenzhong, was appointed as the head of the regiment.
After the establishment of the Majiang county-level organization, the first thing was to send "military representatives" (that is, township chiefs) to the countryside to collect grain, borrow grain, supply 2 fields and 4 corps to yunnan and Xikang to fight, and maintain local social order. The superior sent 13 graduates of the Erye Nanjing Military and Political University's westward march into Guizhou Province detachment to Majiang County. In mid-December, they arrived in Duyun and were assigned 10 people by the Dushan Mountain Committee to Majiang to participate in the takeover.
On the morning of the 17th, Li Yuhuan of the Majiang County CPC Committee and Zuo Qingxi, the county magistrate, issued an order for Liu Gongfu and four other people to be assigned to the townships in Gutong District, and at noon on the same day, the four of them arrived at the Gutong District Committee. In accordance with the instructions of the district party committee, they first went to the surrounding villages to familiarize themselves with the situation, observe the people's feelings, and prepare for their imminent appointment.
Liu Gongfu was appointed as the township chief (military representative) of Chaoxing Township (present-day Damang Township). Chaoxing Township is deep in the mountains, and Liu Gongfu went alone, he was only in his early 18s at the time. Liu Gongfu later said: "Every soldier has to unconditionally carry out the decision of the organization, and we happily accept the combat tasks assigned by our superiors." ”
On December 25, 1949, for Guizhou, where "there are no three sunny days", Majiang was a rare sunny day. At 7:00 a.m., Liu Gongfu traveled alone from Gutong to Chaoxing Township (present-day Damangbuyi Nationality Township), arriving at 9:00 a.m., coinciding with the rush day, and the crowd dressed in ethnic costumes was bustling. People looked at Liu Gongfu in amazement, dressed in the uniform of the People's Liberation Army and wearing a pistol, and unconsciously made way for him.
The former site of the township office

When Liu Gongfu was letting go of his voice and preaching, someone in the crowd suddenly shouted: "Bandits are coming!" The bandits are coming! "Suddenly, the cemetery was in chaos, the chickens and dogs were barking, and the people rushing to the scene rushed to run outside the town. Liu Gongfu also dragged Luo Rongfu up the mountainside behind the street, and when he stepped on a high step, the dam was full of people rushing to the scene, and he did not see a bandit with a gun at all. Obviously, it is the bad guys who are secretly tricking the ghosts and deliberately creating false alarms. Liu Gongfu and Luo Rongfu returned to the township office, and Luo Rongfu handed Over to Liu Gongfu a few "Hanyang-made" and some grain books that were usually used by the townships, and arranged for Liu Gongfu to live in the second room on the left.
Liu Gongfu first asked about the bandits, and Luo Rongfu said, "The cunning rabbit has three caves, and dam mang has three slots." "The mountains here are densely forested, and since ancient times, there have been people who have taken banditry as their profession, especially in the Weng River and MiaoChong areas, bandits are frequently active, and now when the old and the new are alternating, bandits are more rampant than before." After Luo Rongfu introduced the general situation in the township, he asked Liu Gongfu strangely: "Is the county only sending you alone?" Liu Gongfu replied alertly: "I am fighting in front of the station, and in two days, most of the people and horses will come." ”
