Hengyang City Library has a history of 100 years and is the spiritual harbor of generations of Hengyang citizens. Since 1999, it has been continuously rated as a national first-class library. In order to further improve the reading experience of readers, Hengyang City also chose another site to build a new library in Hengyang City on the south side of the first peak of Nanyue - Huiyan Peak Scenic Area. With a total construction area of 25,900 square meters and a total investment of 606 million yuan, the new museum adopts a classical garden-style architectural layout, accompanied by Yanfeng Park next to it, creating an artistic concept of "reading in the park". The main building of the new library has a total of 3 floors, with a design of 1 million paper books and 1,200 reading seats, including a collection area, a lending area, a consulting service area, a special literature area such as Wang Chuanshan, a new technology experience area such as digital reading, a children's literature lending area, a social education area, a reader leisure area, a research service area and other functional partitions, and a 24-hour self-service library, a reading booth, a reader's bookstore, a coffee café, a service room for the visually impaired and a literature research room, etc., for the public to read and communicate comfortably.

According to the relevant person in charge of Hengyang Municipal Library, the new library pays special attention to the reader experience and the creation of a smart reading environment. For example, the entrance to the library set up a "book waterfall", the screen scrolls recommended books, readers can click on the electronic reading book and scan it with a mobile phone after picking the central reader; more than 30 intelligent bookshelves are configured, readers can search for any book to display the specific shelf location and navigation route where the book is located, and when returning it, they can return the book immediately when they put in any bookshelf; the open leisure reading area is spacious and comfortable, and the top uses both artificial and natural lighting, so that readers can better get close to nature, and can also be used as a large-scale reading activity organization area. As of 15:00 on the same day, the new library of Hengyang City Library has attracted more than 10,000 visitors.
