Lawyer Xu Qiaoyue is the head of the Putuo District Women's Federation Volunteer Group for Family Protection. He has won the honors of Shanghai Outstanding Volunteer and the Third Outstanding Lawyer of Putuo District. From the moment she stepped into the society on campus and got her lawyer's license, she began to engage in public interest legal services, running around to protect the rights and interests of women and children in Putuo District, and has been like a day for nearly a decade. Since 2012, Mr. Xu has participated in the Putuo District Women's Federation window duty as a volunteer lawyer, receiving visits and consultations from the masses. Neutrality, rationality, listening, and empathy are the principles and practices she has always adhered to in the mediation process. Over the years, more than 100 conflicts have been resolved, women have been assisted in defending their rights against domestic violence, providing consultation and drafting documents, and have successfully applied for a number of Personal Safety Protection Orders.
In 2017, she participated in the "Shanghai Li V. Shen X Divorce Dispute Creation of Children's Rights Representative System" handled by the Putuo District Women's Federation, and was also awarded the third "Top Ten Cases of Safeguarding the Rights and Interests of Women and Children According to Law" of the All-China Women's Federation.
In this case, in conjunction with the Putuo District Court's family trial, the first representative of children's rights and interests was created, and the court hired the staff of the Women's and Children's Committee as the representative of children's rights and interests, independently participated in the divorce proceedings, spoke up for vulnerable children, and strived to protect the legitimate rights and interests of children.
The child in the case is called Tong Tong (pseudonym), from about one and a half years old, because of rare genetic metabolic diseases, the parents have increasingly contradictory treatment plans for the child's upbringing and treatment options, and the relationship between husband and wife has thus reached an impasse. At the end of June 2017, the man filed a divorce lawsuit with the Putuo District Court, requesting a judgment to dissolve the marriage relationship, and the married daughter was raised by the woman and was willing to give 2500 yuan per month in maintenance. The woman sought help from the Putuo District Women and Children Working Committee and the Women and Children People's Mediation Committee, saying that her daughter needed 24-hour care for her illness, that she did not want a divorce, and hoped that the man could help take care of the child.
In this rights protection case, Xu Qiaoyue's "case liaison group" composed of volunteers did not directly intervene in the divorce between men and women itself, but focused on the protection of the rights and interests of the patient's child in the divorce case, taking into account the weak position of the woman due to the care of the child. In the process of safeguarding rights, Xu Qiaoyue and volunteers participated in field visits to the work units of both men and women, neighborhood committees of living and living places, hospitals and other places to investigate and understand the situation of both men and women, their respective crux of the problem and the child's condition. Provide psychological counseling assistance and appropriate legal assistance to the parties, and on the basis of fully listening to the opinions of both parties and considering the actual situation, seek the mediation plan that is most conducive to the healthy growth of the child, vigorously promote mediation, and do a lot of valuable work to promote the success of rights protection.
On the basis of the previous consultation, the two parties reached an agreement to mediate, Tong Tong's custody belongs to the woman, the man does not advocate the division of other couples' common property and pays a monthly maintenance fee of 3,000 yuan, and at the same time, 100,000 yuan of the couple's joint deposit is used as a special security fund for Tong Tong's follow-up treatment and life, deposited into the putuo District Notary Office designated supervision account, kept by the notary office, and supervised by the child rights representative, providing a large degree of protection for the child's future life.
In addition, Xu Qiaoyue's mediation case of "Sending Warmth to Women's Rights Protection" in 2020 won the 2020 Shanghai Women's and Children's Rights Protection Outstanding Case Finalist Award. In the 2021 Putuo District Intellectually Disabled Twin Sisters Appointment Guardian Case, she assisted the Working Committee for Women and Children in issuing a social investigation report. In the same year, Shen applied for a one-time payment of maintenance, and she participated as an agent of the child rights representative, and after the judgment of the case took effect, she helped the parties prepare documents such as applying for compulsory enforcement, which was praised by the parties.

In addition to relying on legal services and effectively defending the rights of women and children, Xu Qiaoyue has always adhered to the original intention of public welfare and continued to carry out the popularization of the law. Since 2016, as a lecturer of the "Anti-Domestic Violence Lecturer Group" and the "Seventh Five-Year Law Popularization Lecturer Group" of the Shanghai Women's Federation, she has carried out nearly 100 lectures on law popularization in communities, schools, government units, etc., involving anti-domestic violence, marriage and family, civil code, four histories, family education, etc., with a total of more than 5,000 participants. During the epidemic period, under the guidance of the District Women's Federation, she also produced 30 sessions of the micro-video "Law Popularization Small Classroom" online, with a total of more than 10,000 hits.
