Chen Xincai, also known as Chen Zhu, Chen Futing. Born on June 15, 1899, a native of Baigegang Village, Liangya Town, Lianjiang City, Guangdong Province. He joined the Communist Party of China in December 1925. He was the first secretary of the Wuchuan County Branch of the Communist Party of China during the Great Revolution and the deputy director of the Preparatory Office of the Wuchuan County Agricultural Cooperative. After the April 15 Incident in 1927, he served as the deputy director of the South Road Peasant Revolutionary Committee, a member of the South Road Special Committee of the Communist Party of China, participated in the revolutionary struggle in various periods of the South Road, and after liberation, he served as the deputy director of the Guangdong Provincial Committee for Handling the Aftermath of the Liberation of Hainan Island, the deputy director of the Guangzhou District Navigation Bureau, the director of the Guangdong Provincial Inland River Administration, the first deputy supervisor of the Guangzhou Port Supervision, and the member of the Guangdong Provincial Political Association, and died of illness in Guangzhou on July 25, 1967.

In 1925, Chen Xincai served as a major company commander and acting battalion commander in the third company of the Third Regiment of the First Division of the National Revolutionary Army, and when he was stationed in Guangning County, he supported the peasant movement and seized the armed forces of a squadron of the security regiment that suppressed the peasant army. In October 1925, Huang Xuezeng was appointed as the commissioner of the South Road of the Communist Party of China and came to the South Road to carry out revolutionary activities. In the same year, Chen Xincai resigned from the military post and returned to Wuchuan County to carry out the peasant movement, and in December he was introduced by Huang Xuezeng to join the Communist Party of China. From 1941 to 1942, Chen Xincai raised funds to zhao Shiyao to establish anti-Japanese newspapers such as "Youth Herald" and "South Road Youth" in Guangzhou Bay. In addition, Yang Ziru was also paid 100 yuan as the cost of training puppet theater classes, and Yang Ziru, Sun Wenshan, and Yuan Junyuan concentrated 30 puppet theater classes in Wuchuan for training, and then went deep into the countryside of Wuchuan, sang revolutionary operas, disseminated revolutionary truths, publicized the Communist Party's anti-Japanese ideas, exposed the Kuomintang diehards' conspiracy to surrender and compromise, awakened the masses of the people, so that the South Road area, especially Wuchuan, had a relatively good anti-Japanese mass base, and promoted the People's Anti-Japanese National Salvation Movement on the South Road, and the anti-Japanese upsurge on the South Road was higher than the wave.

In the spring of 1943, the Leizhou Peninsula fell, and the Cpc South Road Special Committee analyzed the situation at that time and still shouldered the historical mission of armed resistance against Japan. At that time, some responsible persons of party organizations working in Guangzhou Bay withdrew to Chen Xincai's hometown of Baigegang Village and decided to mobilize the masses to arm themselves against Japan. Chen Xincai organized more than 200 armed people in 21 villages in the township, and mobilized his brother Chen Shou to donate more than 10 personal rifles, six or seven pistols, and purchased a machine gun to enrich the equipment of the team.

This team later played an important role in the battles against the Japanese puppet army in Shimen and Hook and Kamak ridge. In addition, Chen Xincai also established the Anti-Japanese Joint Defense Zone and the Anti-Japanese Joint Defense Brigade in the Wuchuan and Lianwu Border Areas, and these armed forces later became an important part of the South Road People's Anti-Japanese Liberation Army. The development and growth of Wu Chuan and Lian Wu's anti-Japanese armed forces poured a lot of painstaking efforts into Chen Xincai. Chen Xincai's effective revolutionary work has provided a guarantee for the consolidation and development of the party organization on the South Road.

In February 1945, the Kuomintang concentrated its forces to attack the South Road People's Anti-Japanese Liberation Army, our main force suffered heavy losses in Lianxi, the revolutionary situation on the South Road was temporarily at a low ebb, the second detachment of the South Road People's Anti-Japanese Liberation Army led by Huang Jingwen and the brother troops formed a team to march west, and Chen Xincai served as the chief of the enemy engineering section of the South Road People's Anti-Japanese Liberation Army. The Kuomintang reactionaries were extremely frightened and hated Chen Xincai to the bone, setting fire to Chen Xincai's home and the Xinmin Primary School he founded, and looting the village of Baigegang.

However, Chen Xincai was not frightened, and continued to work selflessly for the party; he co-founded the Nanguang Middle School in Hong Kong with Zhang Yan's widow, Zheng Kunlian, to resettle the revolutionary comrades who had been evacuated from Hong Kong and train young people; to set up a southern trading company to raise funds for the party; to use the "Ma Shibi" ship to transport medicines to Vietnam to the armed forces transferred there, to convey instructions, and to arrange for the wounded and sick to go to Hong Kong for medical treatment; and also risked his life to escort patriotic democrats to the Liberated Areas through the "Central China Ship" in preparation for attending the National Political Consultative Conference. Arrested by the Hong Kong authorities in March 1949 and released on bail by the party organization, his revolutionary drive was not weakened in the slightest, and he still threw himself into the revolutionary torrent in full swing.

After liberation, Chen Xincai was not proud of his achievements; every time his post changed, he obeyed the organizational arrangements, never negotiated prices, made demands, set an example in his work, was honest and honest, was diligent in government affairs, influenced and led the comrades around him, set an example for comrades, and enjoyed a very high prestige among comrades.

During the "Cultural Revolution," Chen Xincai fell ill and was hospitalized, and his body was extremely weak, but he gave little thought to his illness, and was more concerned about the future and destiny of the country, always had a firm belief in the cause of the party and the people, always believed in Marxism-Leninism, Mao Zedong Thought, firmly believed in the leadership of the party, firmly believed that truth will overcome mistakes, maintained a revolutionary optimistic attitude, and accompanied his grandsons Jianya, Chaojie, and Xiaoran, who were still accompanied by his grandsons Jianya, Chaojie, and Xiaoran, who were still accompanied when he was seriously ill and bedridden, and read "People's Daily" and "Reference News" to him every day.
