Everything was properly equipped, and Tang Juwu dispatched shrewd people to various places to send and appoint items such as customs and defense tables, flag emblems, bulletins, and declarations, and to inform them of the coordinated operations of the Anti-Japanese Resistance. The envoys were instructed to prepare their journey.
