Looking back at 2015, we walked together (Part 1)

The maritime world is in turmoil. What remains unchanged in the changing storm is the companionship of China Ship News by your side. In the past 360 days, our reporters and editors in Beijing, Shanghai, Jiangsu, Guangzhou and Shandong have worked together to record major policies with the tip of their pens, measure the production line with their footsteps, and witness the history of the maritime industry with every reader of the "Ship Daily"

"Add to the chaos" or "help"? "China Shipbuilding News" reporter Zhang Hongtao "Enterprises are mainly worried about the identification of the first (set)." "Equipment manufacturing enterprises are insured, and users benefit? I think it may be a misunderstanding. ” "How is the whole ship insured?" To vote for the purchased equipment or not? ” …… This is the scene when I observed in April this year that CSSC Finance Co., Ltd. and relevant insurance companies held a special seminar on the pilot work of the insurance compensation mechanism for the first (set) major technical equipment. In this interview, my original idea was to find one or two professionals to talk about the importance of the new policy to shipbuilding companies. I didn't think that after communicating with Hu Qingfeng, manager of the insurance management department of CSSC Finance Company, I found that everyone had more "complaints" and "complaints" about the new policy. So there was this symposium, and at the same time, there was an in-depth report I wrote about the matter. The report, which is more than 5,000 words, contains almost all the concerns of companies, insurance companies and other relevant parties about the new policy, and there are only a few simple words about the significance and role of the policy. On the day the article was published, the Department of Equipment Industry of the Ministry of Industry and Information Technology immediately called, hoping to send an electronic version and mail the newspaper. The moment I put down the phone, I was really nervous in my heart, worried that the article would "cause trouble". However, the controversy over the New Deal mentioned in the article is corroborated by at least two interview sources, which is also in line with insurance expertise, and many statements are quoted from the original text of the policy and the official website of the Ministry of Industry and Information Technology. "It should be all right." Thinking of this, my heart even has such an inexplicable excitement of "losing and losing". As it turned out, the article was fine, but the implementation of this new policy was a "rough thing". According to Hu Qingfeng later, the relevant ministries and commissions attach great importance to the disputes mentioned in the article, and have met with enterprises and insurance companies many times to communicate, but because there are always concerns about the identification of the first (set), the way of insurance and who will benefit, until October this year, a single insurance policy in the field of shipbuilding and offshore engineering was not signed. Focus on the areas affected by the New Deal, "half a year unbroken eggs", such an embarrassment, can not help but make people feel a little "egg pain". I even began to wonder if the original article was "messy". An in-depth report full of sincerity, soaked in foresight, and even a little sense of accomplishment as a journalist, but if it affects the implementation of a truly meaningful policy, is it really worth it? The original purpose of a new policy must be good, but can imperfect details be gradually corrected in practice? Fortunately, such suspicions were later dispelled by a phone call from Hu Qingfeng. During the Shanghai Maritime Exhibition in December, he told me that the three equipment of two companies under CSSC group finally signed an insurance policy, becoming the first person in the shipping industry to eat crabs. "All three pieces of equipment were identified as the first (set); all the equipment of the whole ship was packaged and insured; and the beneficiary of the compensation was the insured enterprise rather than the user." The original disputes were resolved, and the final insurance plan was beneficial to the company. Thank you, Reporter Zhang! He said to me on the phone. No offside in place, help without adding to the chaos. A simple thank you makes me feel like I did it, even if it's 7 months late... For related reports, see the fourth edition of the 27th issue of this year, "Insurance compensation should allow the first person to eat crabs to dare to move chopsticks"
