Zhou Yongkai, male, a member of the Communist Party of China, a native of Bazhong, Sichuan, before the founding of New China, he risked his life to carry out underground work in the northern Sichuan region; after the founding of New China, he served as the secretary of the former Bazhong County Party Committee and the deputy secretary of the Yuanda County Prefectural Committee, and successively won the titles of "National Outstanding Communist Party Member" and "National Retired Cadre Advanced Individual"; in 2021, he was awarded the "July 1st" Medal by the CPC Central Committee.
