In order to promote the transformation of achievements and open up the "intestinal obstruction" between small and micro enterprises and colleges and universities that lack technology, talents and platforms, the Yuhu District Party Committee and the District Government attach great importance to scientific and technological innovation, and are committed to promoting the integration of schools and enterprises, helping enterprises and universities to "pair", and the science and technology service commissioner (hereinafter referred to as the commissioner) incarnates as a "science and technology broker" and carries out the "expert professor enterprise line" activity on a regular basis. As long as the enterprise puts forward the technical needs, they will organize the team of experts and professors to come to the door in the shortest possible time to accurately check the pulse of the enterprise.

"We set up a visit day for our science and technology service specialists. The commissioner will regularly visit enterprises, build scientific and technological archives, and contact universities and research institutes and other units in time to solve their technical problems. Driven by them, more than 20 technical problems have been solved this year. Not long ago, experts from Hunan University of Science and Technology and Xiangtan Electrochemical Technology Co., Ltd. just successfully signed a technical research project. Ping An Electric Co., Ltd., Hunan University of Science and Technology, Xiangtan Traction Locomotive Factory Co., Ltd. and Hunan Institute of Engineering have also successfully realized industry-university-research cooperation and been approved as an industry-university-research cooperation base.

With good policy, the commissioner sends "goods" to the door

"A lot of tech policies are particularly good. However, small and micro enterprises have information 'blind spots', do not understand the policy, and do not use the policy well. In order to solve such a problem, our commissioner did some exploration. Zhao Meijiao, director of the Yuhu District Science and Industry Bureau, said.

In the past three years, Hunan Province has launched an inclusive R&D award and compensation policy, but this policy is initially not well known. Taking the Yuhu District as an example, only 24 companies received this R&D award in 2018.

In order to popularize good policies, the first thing the commissioners do when they visit a company is to preach the policy. Taking the reward and compensation policy as an example, Yuhu District invited professional service institutions to do training to help commissioners master the business operations of the R&D reserve system filing and R&D award supplement declaration. The commissioners not only preached the policy, but also covered the enterprises in the whole district and in small groups, guided the whole process and helped the enterprises get real money and silver rewards. This year, the number of enterprises in the district that have won the provincial R&D award has exceeded 90, and the year-on-year growth rate of R&D investment in the first three quarters of the district has reached 15%.

The policy is in place, and the performance of the commissioner is also rich. This year, Yuhu District has newly identified 6 national-level specialized special new "little giants", the growth rate of technology-based small and medium-sized enterprises in the evaluation of warehousing enterprises has reached 53%, the growth rate of high-tech enterprises has reached 26%, the registration and transaction volume of technical contracts ranked first in Xiangtan City, and the number of enterprises with industry-university-research cooperation has reached more than 45%.

At the same time, the commissioners also help enterprises to cultivate talents who can skillfully operate the declaration system in the form of help. This year, enterprises in the region have received more than 30 million yuan in funds for scientific and technological projects at all levels.
