Feng Lei introduced that the Tianjin North Xinjiang Maritime Safety Bureau, which is located in the Tianjin Free Trade Port Area, has more than 40,000 ships entering and leaving the port every year, and the container throughput is nearly 17 million TEUs. "We are not only the 'frontline' of maritime management, but also the 'last mile' of the implementation of the 'four modernizations' of the maritime team." He pointed out that in terms of performing duties and ensuring safety in accordance with the law, we aim at the pain points, difficulties and weaknesses of safety management in the jurisdiction, and innovate mechanisms and methods to strictly abide by the safety bottom line. For example, in view of the current characteristics of short voyages and fast turnover of regional container ships in the Bohai Rim, the joint law enforcement of container ships in Tianjin-Hebei domestic trade has been innovatively implemented, and mechanisms such as hierarchical control of ship risks, joint inspection and joint disciplinary action have been established, which has realized a new model of "integration" of tianjin-Hebei maritime ship supervision of information exchange, mutual recognition of supervision and mutual law enforcement, effectively ensuring water traffic safety. Tianjin Port alone increased by 67% in the volume of feeder boxes around the Bohai Sea last year, exceeding one million TEUs.

In view of the characteristics of large container ship traffic and fast turnover in the northern Xinjiang jurisdiction, Feng Lei said that by exploring the use of shore-based fixed telemetry stations and sniffing equipment for ships and unmanned aerial vehicles, an integrated ship air pollution prevention and control supervision model of "land, sea, air and space" has been built to help the construction of green ports.

In terms of ruling for the people, Feng Lei pointed out that the Tianjin Beijiang Maritime Safety Bureau has continuously optimized the working mechanism of maritime "Internet + government affairs", enriched the "E road pilot" government service measures, explored the path of letting the masses run less errands and let information run more roads, took the lead in opening a demonstration window for the integrated development of maritime + aviation protection, and achieved cross-departmental one-stop service through measures such as "appointment office, parallel office, and one-time office", greatly shortening the time for government affairs handling, with an average annual government affairs handling of more than 100,000 cases, zero errors and zero complaints for three consecutive years. In addition, in the service of the intelligent container terminal project of the C section of Tianjin Port, we explored the integration of supervision and service, and carried out point-to-point and order-based supervision services of "one project and one plan, one project one team, one project and one measure", which effectively ensured the safety and rapid operation of the project, and fulfilled the promise of zero distance service.
