Tan Zhuqing, born in 1931, is a native of Changchun City, Jilin Province. She served as the director of women in Datun Town, a suburb of Changchun City, the deputy township chief and women's director of Xixin Township, and since 1956, she has served as the director of the Community Residents Committee of the Tenth Committee.

The "two depressions" were transformed

In the 1970s and 1980s, the People of Changchun referred to the Community of the Ten Committees as the "Erdaowazi", that is, the "countryside in the city". The community is geographically remote, three hutongs and one street, all dirt roads, a body of soil on sunny days, two feet of mud on rainy days, shabby shacks everywhere, simple living facilities, and the education level of residents is not high, which is what people call "a place where money is not given". At that time, community residents faced a series of problems such as difficulty in enrolling their children in childcare, difficulty in buying early breakfast, difficulty in going out on the road, difficulty in seeing a doctor for medical treatment, difficulty in living for the elderly and widows, and difficulty in resettling unemployed young people, and Tan Zhuqing's neighborhood committee was so poor that it could not even afford to buy office supplies.

Tan Zhuqing realized that to build a good community, it is necessary to develop a community economy. The big business can't be done for a while and a half, you can do it from a young age, she decided to open a community snack department to help everyone solve the problem of eating breakfast. With no money or goods, she led some retired workers and unemployed youth in the community to dig sand by the river, to the demolition site to pick up old bricks, and to take off the adobe barefoot with everyone. At that time, the average salary was more than 30 yuan, and she took out the only 450 yuan in the family to invest in the snack department. In order to save money, she also took almost all of her pots and pans and rice tables to the snack department, and her family could only eat on the kang. In less than half a month, the "Ruyi Snacks" department of more than 10 square meters was opened, and the snack department slowly gained revenue, non-stop, and Tan Zhuqing began to solve the next problem for residents.

At that time, there were no kindergartens in the Tenth Committee community, and many residents needed to squeeze the bus with their children to the kindergartens far away. In 1985, Tan Zhuqing took the neighborhood committee to prepare to build a kindergarten, but the biggest problem was that the construction land was tight and did not know where the building was, and later Tan Zhuqing took the initiative to demolish half of his house to build a kindergarten. The kindergarten was built, and the children in the jurisdiction could enter the nursery nearby, but Tan Zhuqing's family of 7 lived in a small house of less than 15 square meters for 10 years.

Did not ask the state for a penny, did not lend a sum of money to the bank, relying on the spirit of hard work, Tan Zhuqing led the community residents to set up 17 enterprises such as twist workshops, shoe factories, leather factories, garment factories, etc., with fixed assets of up to 20 million yuan, an annual output value of more than 10 million yuan, 6.8 million yuan in taxes and fees, and kindergartens, homes for the elderly and vegetable markets from scratch. The state gave her a personal bonus of nearly 150,000 yuan, but she did not take any money, and all of it was used for community development and relief of households in difficulty.

"Surrogate Mother" of 4 Children

In 1995, the Changchun Women's Federation launched the "Surrogate Mother" project, and Tan Zhuqing took the initiative to join. There is a girl named Yingying in the hutong, her mother is disabled, she can't take care of herself, and her father relies on pedaling three wheels to maintain the family's life. In a traffic accident, her father was seriously injured, and the family fell into extreme hardship, and Yingying had to drop out of school to share the family difficulties. When she saw her peers carrying school bags to school, Yingying could only hold the bag and hide in the corner crying. After Tan Zhuqing knew, he hurried to Yingying's house and said to her: "Child, don't cry!" From now on, I am your mother, you are my biological daughter, and you can go to school with peace of mind! Since then, Tan Zhuqing has contracted Yingying's tuition fees, helped Yingying to buy every study and daily necessities, and every holiday she will buy beautiful clothes for Yingying, go to the door to offer condolences, and also take Yingying to her home to cook and eat for her...

Shao Suying, a resident of the community, has been raising her daughter alone for many years by receiving a low bail, but as soon as her daughter was admitted to college, Shao Suying was diagnosed with bone cancer. After Tan Zhuqing knew, she came to Shao Suying's house and said to her daughter: "Don't worry about anything, get up and study!" Tricks are people who come up with ideas, thinking of running in the good, the days will become better and better! Since then, Tan Zhuqing has taken out 100 yuan from his salary of 300 yuan every month to help Shao Suying's mother and daughter.

There is also a young man in the community nicknamed "Little Bully" named Li Gang. Once he was admitted to the hospital for a group fight, and the family announced that they had severed ties with him. Only Tan Zhuqing came to see him with food, and she comforted the lonely Li Gang, "Take good care of your illness, what you want, your aunt will buy it for you." The next day, Tan Zhuqing ran to the hospital again, told Li Gang the truth of being a man, and said to him: "You have no mother since you were a child, you are a poor child." Rest assured, in the future, all your aunts will be wrapped up. In a word, the "little bully" who let the knife pierce the bone without shedding a tear held his head and cried. Later, Tan Zhuqing introduced him to the work and also organized a marriage. Educated by Tan Zhuqing, Li Gang devoted himself to his work and soon became the backbone of production and joined the Communist Youth League.

Over the years, Tan Zhuqing has become the "surrogate mother" of 4 children from poor families, conducted thousands of home visits, and assisted the children with nearly 10,000 yuan, and many children affectionately called her "Tan Mother". More than 10 days before her death, she also took the sick body with her to participate in the conference to build a juvenile zero-crime community.

In this way, from green silk to white hair, from waist pen to ricket, Tan Zhuqing dragged his own small horse to the streets and alleys, doing meticulous work, allowing nearly 4,000 residents to live in buildings, coordinating the placement of more than 1,000 laid-off workers, so that community residents have support for the elderly, education for children, dependence on the poor, and difficulty in helping. Tan Zhuqing used 48 years of simple work to fulfill his promise - "As a grassroots party member and cadre, although the official is not big, but for the first term of the official, it is the duty and natural duty of the communist party." ”

On December 3, 2005, Tan Zhuqing died of illness in Changchun, and thousands of cadres and masses spontaneously sent her off.
