CATO encyclopedia: Chlorinated paraffins (Chlorinated paraffins) is a chlorinated derivative of paraffin hydrocarbons, with low volatility, flame retardant, good electrical insulation, low price and other advantages, can be used as flame retardants and pvc plasticizers, widely used in the production of cable materials, flooring materials, hoses, artificial leather, rubber and other products, as well as applied to polyurethane waterproof coatings, polyurethane plastic runway, lubricating oil and other additives. In 2016, the U.S. Environmental Protection Agency (EPA) issued a final resolution in the Federal Register to list three ultra-long chlorinated paraffins (vLCCPs—alkyl chain length of C 21 and above) under the U.S. Toxic Substances Control Act (TSCA) Under the Significant New Use Rule (SNUR: Significant New Use Rule). The EPA believes that such substances have high bioaccumulation and environmental persistence and toxicity, and can form degradation products of short-chain chlorinated compounds with similar properties.

Common chlorinated paraffins can generally be divided into many different "families" according to the length of the carbon chain, namely:

• SCCP: Based on c10-13 paraffin wax

• Medium chain chlorinated paraffin MCCP: based on c14-17 paraffin wax

• Long-chain chlorinated paraffin LCCP: based on c18-20 (liquid), c>20 (liquid) and c20 wax grades (average carbon chain length is about c25)

SCCP is a highly persistent and highly bioaccumulative substance classified as a persistent organic pollutant (POP), which is toxic to aquatic organisms at low concentrations and may cause long-term adverse effects on the aquatic environment at certain exposure levels. Major markets around the world have passed legislation restricting the use of SCCP in finished products. Many clothing and footwear brands have banned the use of SCCP in the production of their products.
