Chi Buzhou was born in 1908 and is a native of Minqing County, Fujian Province. Chi Buzhou is talented and has completed the primary school curriculum in three years. After that, Chi Buzhou was admitted to Fuzhou Yinghua College, and after graduating from high school, he went to Japan to study mechanical and electrical majors. After graduating from high school in Japan, Ikebushi was admitted to the Industrial Department of Waseda University.

After the Japanese invaded China in an all-round way, Chi Buzhou demanded to return to China immediately, and his wife had no choice but to accompany her husband to China.

This was a remarkable achievement at the time, but because of the particularity of code-breaking talents, the Nationalist government covered up Chi Buzhou's exploits, both to protect him and to hide the killer skills for the War of Resistance Against Japan.

In December 1941, Chi Buzhou deciphered the Japanese secret telegram preparing to attack Pearl Harbor and told Chiang Kai-shek, who later told the United States. The United States did not take this information to heart, and four days later the Attack on Pearl Harbor broke out, and the United States suffered heavy losses. Since then, the United States has gradually paid more attention to the intelligence deciphering work of the Central Bureau of Statistics.

In 1952, Chi Buzhou was identified as a member of the Central Unification Committee and sentenced to 12 years in prison. In 1963, Chi Buzhou was released from prison and returned to live in Shanghai. In 1983, the Shanghai Municipal High People's Court restored Chi Buzhou's honor and found him not only innocent in the War of Resistance Against Japan, but also credited the country and the people.

However, in the later years of Ikebushu, he left his country and followed his Japanese wife to Japan and lived in Kobe, Japan. In 2003, Chi Buzhou died at the age of 95. After his death, in accordance with his last wishes, the ashes were sent back to China and buried in his hometown.
