In recent years, Zhejiang has focused on the high-quality development, competitiveness improvement and modernization of small towns, and has continued to play a combination of small city cultivation, the creation of characteristic towns, the comprehensive improvement of the environment of small towns, and the "hundred town model, thousand towns beautiful" project, and accelerated the construction of a new pattern of urban and rural integration development.

Based on the environment, shape the urban environment of pure beauty habitat. Since the implementation of the "Ten Million Project", Zhejiang has insisted on promoting the environmental governance of small towns, from "five water co-governance", "four sides and three modernizations" and "three reforms and one demolition" to the comprehensive improvement of the environment in small towns and the construction of beautiful towns, and the appearance of small towns is changing. In recent years, Zhejiang has basically solved the dirty, chaotic and poor phenomenon of 1191 small towns, with 50% of the national health townships and provincial health townships achieving full coverage. To create a high-quality environment and let the people enjoy a high-quality life, we can attract and retain people by relying on beautiful ecology and livable environment.

Facilitate life and improve the quality of towns that share mutual benefit. 5 minutes community life circle, 15 minutes built-up area life circle, 30 minutes jurisdiction life circle... In recent years, Zhejiang has promoted the equalization of public services to facilitate the lives of the people and happy community neighbors. Since 2020, Zhejiang's small towns have added a total of 760 kindergartens, 762 health centers, 781 physical bookstores, and 681 neighborhood centers, effectively improving the sense of happiness and security of the masses. The fruits of development allow the masses to see, touch and enjoy, so as to better meet the needs of quality and diversification.

Create industries and cultivate urban economies with characteristic clusters. Industry is an important support for the high-quality development of small towns, and Zhejiang takes the excellent and strong industry as a breakthrough point. In recent years, Zhejiang has comprehensively carried out the rectification of "low scattered" enterprises, vigorously supported characteristic industrial clusters, and coordinated the organic renewal of industries and parks, and a large number of "small and fine" and "special and strong" small town enterprises came into being. Practice has shown that only when the urban industry develops and the industrial chain is continuously extended can we win the "source of living water" for urban development and ensure common prosperity.

Show the humanities and tell the story of the town with nostalgia and ancient charm. Since the construction of beautiful towns has been carried out, Zhejiang has accumulatively transformed and upgraded 1,041 historical blocks and characteristic blocks, while strengthening the protection of historical and cultural heritage and the protection of historical and cultural cities, towns and villages, and the "poetry and painting of Zhejiang and the beauty of humanities" has slowly flowed. Only by continuously promoting the excavation, protection, inheritance and development of urban culture, showing the charm of "a thousand towns and a thousand faces", and awakening the common memory of the people to "see the mountains and see the water", can the cultural self-confidence of building a common prosperity demonstration area be more extensive and profound.

Promote governance and realize good governance in cities and towns under the leadership of party building. In recent years, Zhejiang has continuously improved the "party building +" model, condensing red forces and building a strong fortress. On the one hand, through digital reform, we will create cross-departmental and cross-field application scenarios; on the other hand, through the combination of rule of law guarantees and moral governance, guide enterprises and residents to participate in co-governance, and promote the long-term effectiveness of various governance work as a whole. Behind the high-quality development of each place can find the shadow of governance leadership, the construction of common prosperity demonstration zone, there is an urgent need to actively explore governance methods, summarize governance experience, precise policies, targeted, in order to see action, see results.

The "Opinions of the CPC Central Committee and the State Council on Supporting Zhejiang's High-quality Development and Building a Common Prosperity Demonstration Zone" put forward a clear positioning for Zhejiang, including "high-quality development and high-quality life pilot zone", "urban and rural regional coordinated development leading area" and "civilized, harmonious and beautiful home display area". We will further adhere to the integration of urban and rural areas, coordinate and advance together, better explore effective ways to achieve high-quality development, and contribute to the realization of enriching the people and benefiting the people.
