Xu Shiyou's first battle in Jiaodong was a surprise attack on Asan. Asan was originally the heart of our party's Jiaodong anti-Japanese base area, but due to the lack of experience in military struggle in the local party organization, it was taken by Cai Jinkang (nicknamed Cai Baozi), the second person of the Jiaodong surrender faction and the commissioner of the 9th special district of the Kuomintang, thus cutting off the connection between the base areas of the East China Sea and the West Sea. Xu Shiyou took cai Jinkang and recaptured Asan.

On March 15, 1941, the Jiaodong District Party Committee and the Anti-Surrender Headquarters held a cadre mobilization meeting in Wujia Village, Penglai County, and Xu Shiyou made his first "appearance" after entering Jiaodong.

Xu Shiyou commanded the 5th Brigade, the 1st Independent Regiment of Qinghe, and the 5th Detachment, divided into three routes, and attacked eastward from under the Aigu Mountains on the border of Penglai and Qixia according to the predetermined plan.

On the morning of the 16th, the three-way army appeared at the same time at the foot of Mount Asan where Cai Jinkang was stationed. The 13th Regiment of the Middle Route Army surrounded the Dayang family on the west side of the Tooth Mountain with a sudden move, and before the enemy could deploy a battalion, it was annihilated by our army and the battalion commander was also killed. The 14th Regiment on the right road descended from Zhangjia and Tangjiapo one after another, directly approaching the front and back of DiaoYa, where Cai Jinkang's headquarters was located. The Left Road Qinghe Independent Regiment also surrounded the north stop behind Asan.

On the 17th, before the 14th Regiment captured Diao Cliff, the 13th Regiment defeated the main enemy force of the counterattack and attacked behind the Diao Cliff with the 14th Regiment. The battle went very smoothly, and by the afternoon of the 18th, more than 1,800 people of Cai Bu were annihilated by our army, and Cai Jinkang was wounded and fled. Asan returned to the Hands of the Eighth Route Army and the people.
