Nandu reporters learned from the Gaming Supervision and Coordination Bureau and the Labor Affairs Bureau of the Macao Special Administrative Region Government that on December 8, in response to the recent changes in the cooperative relationship between bo enterprises and gaming intermediaries, the relevant entities were reminded that in accordance with the current laws and regulations, the employees of the VIP hall of the approved company will not be affected by the suspension of the VIP hall because they are hired by the approved company. Nandu previously reported that a few days ago, the Judicial Police Department of the Macao SAR Government detected a case suspected of using the Internet for illegal gambling and money laundering. In August 2019, based on intelligence gathering, the Bureau learned that Macao, led by a group leader surnamed Zhou, used the casino VIP hall business in Macau to set up gambling platforms overseas and solicit mainland residents to engage in illegal online gambling, and the group transferred and disguised the illegal property obtained through the casino VIP club account and through the underground money bank.

According to a November 26 report by the Public Security Bureau of Wenzhou City, Zhejiang Province, a cross-border gambling criminal group with criminal suspects Zhou Zhuohua, Zhang Ningning and others as the backbone is suspected of committing the crime of opening a casino in China, and the circumstances are serious. Recently, the Wenzhou Municipal People's Procuratorate approved the arrest of criminal suspect Zhou Zhuohua in accordance with the law. The criminal suspect, Zhou Zhuohua, male, is a resident of Macao, China, a shareholder and director of Suncity Gaming Intermediaries Co., Ltd.

Nandu reporter noted that on December 1, the Bosuo Bureau of the Macao SAR Government said that on November 30, it received a notice from the Bo enterprises to suspend cooperation with relevant gaming intermediaries, and temporarily closed the VIP hall business operated by Sun City Gaming Intermediary One Person Co., Ltd. (Sun City Gaming Intermediary) in the Macao SAR from the early morning of December 1, 2021.

On the same day, Suncity Group Holdings Limited announced that it did not operate any VIP lounge business in Macau, which was operated by Suncity Gaming Intermediaries and that the company was wholly owned by Chow Chun wah (the company's controlling shareholder, former chairman of the board and former executive director).

On 9 December, the Gaming Supervision and Coordination Bureau and the Labour Affairs Bureau of the Macao SAR Government stated that the Bureau was highly concerned about the recent changes in the cooperative relationship between blog companies and gaming intermediaries, and reminded relevant entities that, in accordance with the current laws and regulations, the employees of the VIP lounge of the company who were approved would not be affected by the suspension of the VIP room because they were hired by the approved company. As for the employees hired by the intermediary, the intermediary is obliged to protect the labor rights and interests of the employee.

A few days ago, some media reported that employees engaged in VIP room business will have to accept suspension of pay and retention arrangements. In response, the Labour Affairs Bureau of the Macao SAR Government said that it has not received any requests for help from employees of relevant enterprises at present, and the Bureau will continue to pay attention to the employment situation of local residents as always. If a gaming employee believes that his or her rights and interests have been damaged, he or she may report it to the Labour Affairs Bureau. The Bureau shall follow up and deal with the matter in accordance with the law to protect the legitimate labor rights and interests of employees.
