Entrusted by the Standing Committee of the Provincial CPC Committee, I explained to the plenary session the drafting of the "Decision of the Sichuan Provincial CPC Committee on Deeply Studying and Implementing the Spirit of the Sixth Plenary Session of the Nineteenth Central Committee of the Communist Party of China and Consolidating the Achievements in the Study and Education of Party History."
At present, our province is deeply studying and implementing the spirit of the Sixth Plenary Session of the Nineteenth Central Committee of the Communist Party of China, striding forward on a new journey of comprehensively building socialist modernization in Sichuan, and at this important moment, the Standing Committee of the Provincial Party Committee has decided to convene the Tenth Plenary Session of the Eleventh Provincial Party Committee to focus on studying the spirit of the Sixth Plenary Session of the Nineteenth Central Committee of the Party to consolidate the achievements in the study and education of Party history. There are mainly the following considerations.
The Sixth Plenary Session of the Nineteenth Central Committee of the Communist Party of China is an important meeting held at a major historical juncture when the Party led the people to achieve the goal of the first centenary struggle and marched toward the realization of the goal of the second centenary struggle on the occasion of the centenary anniversary of the founding of our Party, which is of great significance and far-reaching influence. Studying, publicizing, and implementing the spirit of the Sixth Plenary Session is a major political task at present and for some time to come, and the Provincial CPC Committee has promptly convened a meeting of the Standing Committee of the Provincial CPC Committee (expanded) to convey the opinions on study, study, and implementation, issued a notice to make specific arrangements for the study, publicity, and implementation of the whole province, held a special study meeting of the Provincial Party Committee Theoretical Study Center Group for exchanges and discussions, organized leading cadres at all levels to listen to the propaganda report of the Central Propaganda Group, and held a special training course for the new secretary of the county party committee and young cadres in the province to study and implement the spirit of the Sixth Plenary Session of the Nineteenth Central Committee of the CPC. The establishment of a propaganda team of the provincial party committee to go to various localities and departments to widely publicize and publicize the propaganda has quickly set off an upsurge of study and implementation in the province. Since the beginning of the year, the vast number of party members and cadres have systematically and deeply studied party history, integrated and understood ideology, done practical things with heart and feelings, and forged ahead with determination to open up a new situation, tempering party spirit, strengthening conviction, sharpening their will, enhancing their skills, and achieving fruitful results. Studying and implementing the spirit of the Sixth Plenary Session and carrying out the study and education of party history are essentially drawing wisdom and strength from the party's struggle course, taking history as a mirror and creating the future. The Party Central Committee has made an important deployment to consolidate the achievements of party history study and education with the focus on studying the spirit of the Sixth Plenary Session of the Nineteenth Central Committee of the Party, which not only points out the methods and paths for studying and implementing the spirit of the Sixth Plenary Session, but also provides direction and guidance for promoting the deepening and expansion of party history study and education, and puts forward new major topics for us. The study of the plenary session of the provincial party committee to consolidate the achievements in the study and education of party history with the focus on studying the spirit of the Sixth Plenary Session is conducive to guiding the vast number of party members, cadres, and the masses throughout the province to accurately grasp the main theme and mainstream essence of the party's historical development, and to continue to make new progress in studying history with clarity and reason, increasing credibility in studying history, revering morality in studying history, and practicing history, so as to better achieve the purpose of studying party history, enlightening the mind, doing practical things, and opening up a new situation.
In order to do a good job in drafting the draft "Decision" with high standards and high quality, in mid-September this year, the provincial party committee set up a plenary document drafting group with me as the leader and the relevant provincial leaders as the deputy leaders, and carried out work under the leadership of the Standing Committee of the Provincial Party Committee. The General Office of the Provincial Party Committee will take the lead in setting up a special class for writing, and the organs of the Provincial Discipline Inspection Commission, the Organization Department of the Provincial Party Committee, the Propaganda Department of the Provincial Party Committee, the Party History Research Office of the Provincial Party Committee, the Party School of the Provincial Party Committee and other departments will draw backbone forces to participate. In more than 2 months, the provincial party committee has listened to reports on the drafting of documents many times, held two special meetings to study relevant major issues, and organized relevant parties to carry out special research around 5 key issues, forming a number of high-quality research results, and drafting the first draft of the "Decision" on this basis. After the Sixth Plenary Session was convened, it was repeatedly revised and improved in accordance with the spirit of the Plenary Session. On November 12, the Standing Committee of the Provincial Party Committee held an in-depth discussion on the draft Decision, and then solicited opinions within the prescribed scope according to the procedures, and convened a forum of non-Party personages to listen to opinions. All localities, departments, and all quarters have conscientiously organized discussions and put forward many good opinions and suggestions. After careful sorting out and merging, the drafting group made 25 amendments to the draft "Decision" in accordance with the principle that everything should be adopted. On November 26, the Standing Committee of the Provincial Party Committee once again discussed the draft Decision and agreed to submit it to the plenary session of the Provincial Party Committee for deliberation.
The draft "Decision" firmly takes Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, takes the study and implementation of the spirit of the Sixth Plenary Session of the Nineteenth Central Committee of the Communist Party of China as the main theme line throughout the whole text, runs through the study and implementation of General Secretary Xi Jinping's important exposition on the history of the Party and the spirit of the "July 1st" important speech, combines it with the summary and application of the experience of studying and educating the party history in our province, closely follows the ideological and political construction of the leading body after the change, and promotes the comprehensive and strict management of the party in depth. Arrangements have been made for the key tasks, important requirements, and specific measures for consolidating the achievements of party history study and education with the study of the spirit of the Sixth Plenary Session of the CPC Central Committee as the focus. During the drafting process, the following aspects were emphasized.
First, focus on strengthening historical self-confidence, and guide party members and cadres to firmly establish a Marxist materialist view of history and a correct view of party history. The history of the Party is the most vivid and convincing textbook. On the occasion of the centenary of the founding of the party, the party Central Committee held the Sixth Plenary Session of the CPC Central Committee to comprehensively sum up the major achievements and historical experience of the party's century-long struggle, which embodies the high degree of political consciousness of our party in attaching importance to and applying the laws of history, and embodies the self-confidence and responsibility of our party in keeping firmly in mind its original mission and mission and carrying forward the past and opening up the future. Sichuan is a hot land with glorious revolutionary traditions and profound red genes, and has written a glorious chapter that can be sung and wept and indelible in the history of the party, leaving behind a large number of red resources scattered everywhere, providing us with vivid teaching materials and realistic classrooms for us to deeply understand the history of the party in the past century. The draft "Decision" adheres to the guidance of the "Resolution" of the Sixth Plenary Session of the CPC Central Committee, focuses on accurately grasping the major achievements, historical significance and historical experience of the party's century-old struggle, especially the original ideas, transformative practices, breakthrough progress, and landmark achievements in the new era of socialism with Chinese characteristics, combined with the exploration and utilization of Sichuan's rich red resources, educate and guide party members and cadres to adhere to dialectical materialism and historical materialism, adhere to the correct view of party history, establish a great view of history, better clear the source, consolidate the foundation, and further enhance self-confidence in the road. Theoretical self-confidence, institutional self-confidence, cultural self-confidence, inheriting red genes, continuing the red blood, firmly determined that the green mountains will not relax, and the wind and rain will move forward unhindered.
Second, we should give prominence to ideological and political construction and regard profoundly grasping the "two establishments" as a major political task. A strong leadership core and scientific theoretical guidance are fundamental issues that have a bearing on the future and destiny of the party and the country and the success or failure of the cause of the party and the people. The Resolution of the Sixth Plenary Session of the CPC Central Committee clearly pointed out that the party's establishment of Comrade Xi Jinping's core position as the core of the party central committee and the core of the whole party, and the establishment of the guiding position of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, are of decisive significance to the development of the cause of the party and the country in the new era and to the promotion of the historical process of the great rejuvenation of the Chinese nation. The "two establishments" are the most important political achievements since the Eighteenth National Congress of the Communist Party of China, a major historical contribution of the Sixth Plenary Session, a choice of history, a choice of the times, a choice of the whole party, and a choice of the people. The draft "Decision" takes the profound grasp of the "two establishments" as the core content of consolidating the achievements of party history study and education, and puts forward a series of major measures, that is, to educate and guide party members and cadres to be resolute supporters of the "two establishments" and firm practitioners of the "two safeguards", and to arm the mind, unify thinking, and gather strength with the latest achievements in the sinification of Marxism with a high degree of consciousness and confidence, so as to ensure that all undertakings in the governance of Shu and Xingchuan always move forward firmly in the direction guided by General Secretary Xi Jinping.
Third, it is necessary to clearly guide party members and cadres in carrying out great struggles, and pay attention to strengthening the will and ability of party members and cadres to carry out great struggles. Our party was born in the midst of internal and external troubles, grew up through hardships, and grew stronger in overcoming difficulties, tempering the bones and qualities of not being afraid of strong enemies, not afraid of risks, daring to struggle, and daring to win. Upholding and developing socialism with Chinese characteristics in the new era is an arduous and great social revolution, and we must carry out a great struggle with many new historical characteristics. At present, we have embarked on a new long march to comprehensively build socialist modernization in Sichuan, and we will never be able to smooth the river on the road ahead. Promote high-quality economic and social development in the normalization of epidemic prevention and control, maintain political security and overall social stability in preventing and resolving various risks, achieve transformation and development in strengthening ecological environmental protection and resource conservation, continuously improve people's livelihood in response to increasing economic downward pressure, better integrate into the new development pattern in the in-depth promotion of the construction of the twin-city economic circle in The Chengdu-Chongqing region, and further improve the level of grass-roots governance and promote rural revitalization in the "second half" of the two reforms with strong tenacity, etc. All are the most realistic and direct tests for us, and we must maintain the courage and perseverance to overcome difficulties and forge ahead in a pioneering spirit, and to break through barriers and win victories. The draft "Decision" highlights the orientation of practicing practice, closely centering on the important requirements of taking history as a mirror and creating the future, closely combining with what our province is doing, focusing on shouldering responsibilities, enhancing the ability to struggle, and promoting the development of the cause, putting forward clear requirements, educating and guiding party members and cadres to dare to struggle, work hard, and bravely move forward on the new road to catching up with the examination, and be good at cultivating opportunities in crises and opening up a new situation in the midst of changes.
Fourth, we should carry forward the spirit of self-revolution and focus on building a political guarantee for the development of the cause of Shu Xingchuan. The most difficult thing for a political party is to go through vicissitudes and not change its original intention, to endure the wind and frost and remain the same true color. The greatness of our party does not lie in not making mistakes, but in never hiding its illness and avoiding medical treatment, daring to face problems head-on, and daring to carry out self-revolution. Since the Eighteenth National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as the core has comprehensively and strictly governed the party with unprecedented courage and determination, and the party has become stronger in revolutionary forging. The provincial party committee has resolutely implemented the party Central Committee's policy of administering the party in an all-round and strict manner, continued to exert efforts to rectify the work style and discipline, punish corruption, and refresh the administration of officials, and gratifying changes have continued to occur in the political ecology of the whole province, but some deep-seated problems in party building have not been fundamentally resolved, and we are still facing some new situations and new problems. The draft "Decision" is based on a sober understanding and grasp of the situation of party building in our province, focuses on strengthening the ideological and political construction of the leading bodies after the change of office, regards the blade of the blade inward to promote self-revolution as an important content, educates and guides party members and cadres to always think of danger in times of peace, keep a sober mind, enhance the political consciousness of comprehensively and strictly administering the party forever on the road, resolutely eliminate all factors that undermine the party's advanced nature and purity, and constantly realize self-purification, self-improvement, self-innovation, and self-improvement.
The draft "Decision" comprehensively implements the spirit of the Sixth Plenary Session, especially the spirit of General Secretary Xi Jinping's important speech, and deploys around "learning history clearly, learning history to increase credibility, learning history to revere morality, and learning history to practice", a total of 6 parts.
The first part, "In-depth study and implementation of the spirit of the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China." Arrangements should be made for the in-depth study and implementation of the spirit of the Sixth Plenary Session, the great significance of the Sixth Plenary Session should be expounded in a concentrated manner, the requirements for accurately grasping the main contents and rich connotations of the Sixth Plenary Session of the Sixth Plenary Session should be put forward, and the importance and overall requirements for consolidating the achievements of party history study and education with the focus on the study of the spirit of the Sixth Plenary Session should be expounded in connection with the new situation and new tasks.

The third part, "Focus on increasing credibility and tempering around the study of history, earnestly improve political ability, and firmly safeguard the unity and unity of the party." Centering on profoundly grasping the "two establishments" and resolutely achieving the "two safeguards," we have made arrangements for the key tasks of unswervingly strengthening the party's political building, vigorously strengthening the education on party loyalty, carrying out regular political physical examinations, and creating a good political ecology with a clean and healthy atmosphere, unswervingly aligning ourselves with the party Central Committee, and unswervingly supporting the core, closely following the core, and defending the core.
The fourth part, "Focus on the study of history and reverence and then improve, better inherit the red gene, and always maintain the advanced nature of communists." It is proposed that we should persist in drawing spiritual nourishment from the spiritual genealogy with the great spirit of party building as the source, vigorously carry forward the fine work style of maintaining close ties with the masses, focus on building a contingent of loyal, clean, and responsible ruling cadres with an eye on the succession of those who will succeed in the cause, persist in promoting the comprehensive and strict management of the party in depth through self-revolution, and always maintain the advanced nature and purity of the contingent of party members and cadres.

Arrangements have been made for conscientiously performing their duties and fulfilling their responsibilities, enhancing the spirit of struggle, enhancing the ability to struggle, and vigorously seeking truth and being pragmatic, etc., to encourage party members and cadres to bravely undertake the mission of the times, work harder and be more promising, and show new weather and new deeds in the new era and new journey.
The sixth part, "promoting the study of the spirit of the Sixth Plenary Session of the Nineteenth Central Committee of the Communist Party of China as the focus on consolidating the achievements of party history study and education." From the perspective of organizational support, requirements are put forward for conscientiously strengthening organizational leadership, persisting in leading cadres learning to do first, and actively creating a strong atmosphere. To the party organizations at all levels and the vast number of party members and cadres in the province, they issued a call not to forget their original intentions, keep their mission firmly in mind, take history as a mirror, create the future, and strive to promote the new era of shu and Xingchuan to a new level.
