The meeting agreed to appoint Zhang Bin as the CIO of the bank, for a term consistent with the term of the eighth term of the board of directors. Zhang Bin's CIO qualifications are subject to the approval of the China Banking and Insurance Regulatory Commission, and the appointment shall take effect from the date of approval by the CBIRC.

According to his resume, Zhang Bin was born in 1967 and received a master's degree in software engineering from the Institute of Software of the Chinese Academy of Sciences and a master's degree in advanced business administration from China Europe International Business School. Prior to joining the bank, Zhang Bin served as chief information officer of Ping An Bank from 2018 to 2021, and as a member of the preparatory group, vice president, chief information officer and executive director of Zhongyuan Bank from 2014 to 2017.

From 2005 to 2014, he successively served as assistant general manager, deputy general manager (in charge), general manager and technical director of the information technology department of China CITIC Bank Head Office, engineer, manager, assistant general manager and deputy general manager of the information technology department of China Merchants Bank Beijing Branch from 1996 to 2005, and engineer of the technical department of the first radio plant in Huainan City, Anhui Province from 1989 to 1993.
