The Declaration of the End of the War is not the reunification of the peninsula! The United States will not easily withdraw its troops from South Korea

Uncle Mu's international commentary analyzes the recent major diplomatic movements of South Koreans.

On December 2, Xinhua News Agency announced that South Korea's National Security Office Director Xu Xuan visited China, and Director Yang met with him in Tianjin. This incident shows that South Korea has made new progress in a major recent diplomatic initiative.

This major diplomatic move was revealed by the South Korean media, that is, the Moon Jae-in government looks forward to signing the "Declaration of the End of War" on the peninsula with all parties before the arrival of the South Korean election next year.

The first reason is that this can serve as a capital and political legacy of Moon's famous history; there will be a deep legacy of Moon's merits in Korean history. His 5 years as president have not been in vain.

The second reason is that Moon also hopes that the consensus he has worked so hard to reach in Pyongyang will be perpetuated by his successor. Whether the next South Korean president is a left-wing like himself or a right-wing like Park Geun-hye, as long as the end-of-war agreement is signed, neither side will dare to tear it up easily. The relaxation of the situation on the Korean Peninsula is the trend of the times. It also contributed to the eventual peace in Northeast Asia.

Because of this, South Korean media said that Director Yang expressed China's support for advancing the "Declaration of the End of the War" during the nearly 6-hour exchange and banquet with Director Xu. Director Xu said that he is willing to make unremitting efforts to build permanent peace on the peninsula.

As soon as this news came out, Uncle Mu noticed that the reaction of netizens was still very positive. Some people think a little too much, though.

For example, some netizens left a message for Uncle Mu, saying that as long as the "Declaration of the End of war" was signed, it meant that the US military must withdraw from South Korea, so that our security would have a greater guarantee.

This idea is actually only half right.

The Declaration of the End of the War is not the reunification of the peninsula! The United States will not easily withdraw its troops from South Korea

Uncle Mu felt the need to make a two-level analysis of this so-called "declaration of the end of the war".

What needs to be understood is that at present, the parties on the peninsula have only signed an armistice agreement, in other words, in theory, the war will resume, because this is only a pause. The meaning of the "declaration of the end of the war" is that the war is over and there is no fight at all.

This is the greatest value of the "Declaration on the End of War," that is, a written confirmation of the situation on the peninsula, North-South relations, and peace in Northeast Asia, which is to be kept in the archives by the relevant departments of the United Nations and is an effective historical document.

Peace in Northeast Asia is of course more valuable than tension, so our economic development and exchanges with all parties will expand, and there will naturally be more security guarantees. That's why we support it.

At the same time, you should understand that the "Declaration on the End of the War" is not a demarcation agreement, nor is it a complete peace agreement, let alone the reunification of the North and the South after its signing.

This declaration is only a symbolic declaration, and will not involve the specific details of the specific demarcation or unification of the border between the north and south of the peninsula, let alone the mandatory stipulation that US troops must withdraw from the peninsula.

With the "Declaration of the End of War", all parties can set up various liaison mechanisms or working groups in accordance with the spirit of the declaration, and gradually carry out further political exchanges and economic cooperation, and even military mutual trust.

Theoretically, since the war is over, the Americans should theoretically withdraw their troops. But the military cooperation between South Korea and the United States is not entirely aimed at the situation on the peninsula. Just as U.S. troops in Japan will not withdraw because the United States and Japan have a truce.

What's more, the preliminary version of the "Declaration of the End of war" was the first to be approached by South Korea and the United States, and was recognized by the United States. Is the United States likely to support the text of the declaration that would withdraw U.S. troops?

So it's a bit naïve to think that the "declaration of the end of the war" can withdraw U.S. troops from the peninsula.
