The big data industry is a strategic emerging industry rooted in data, originating in computing, developing in information digitalization, and serving economic and social change, which has triggered a new thinking breakthrough for human beings to explore objective laws, provided new tools and means for human beings to transform nature and society, and created new economic value with data as the key element. In the era of digital economy, digital technology accelerates iteration, integration and innovation, data elements are fully penetrated, value is highlighted, digital transformation is deepened and broadened, demand is released, and the big data industry ushers in a broader space for development.

Recently, the Ministry of Industry and Information Technology issued the "14th Five-Year Plan" Big Data Industry Development Plan (hereinafter referred to as the "Planning"), based on the realistic foundation of the development of China's big data industry, conforming to the law of the times when the industrial economy is making great strides towards the digital economy, facing the new direction and new requirements of the data element market cultivation, supporting industrial digitalization with digital industrialization, driving digital industrialization with industrial digitalization, and systematically laying out the new stage to promote high-quality industrial development, which is an important guide for the development of China's big data industry in the next five years.

The big data industry has become a key force in cultivating the data element market. With the rise of data as an important factor of production, the value characteristics and economic attributes of data have gradually penetrated the hearts of the people, and the release of the value of data elements has become a consensus, and the cultivation of data element markets has emerged. The big data industry runs through the whole life cycle of data generation, collection, transmission, storage, processing and use, providing products, services, platforms and solutions for the whole process of data from the precipitation of original resources to the transformation of factor value, and gradually deriving emerging service industries represented by data labeling, data governance, data evaluation, data transactions, etc., promoting data circulation and integration, and playing a pivotal role in accelerating the construction of the data element market.

The 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of Long-term Goals for 2035 list the big data industry as an emerging digital industry that is equally important as cloud computing, artificial intelligence, and blockchain, which is not only an accurate positioning of the advanced frontier, leading development and high growth of the big data industry, but also an important position to place the big data industry in an important position that represents the new direction and new advantages of the digital economy and needs to be strategically deployed. The "Planning" pointed out that during the "Thirteenth Five-Year Plan" period, China's big data industry began to develop and achieved remarkable results, and the scale of the industry in 2020 was estimated to exceed 1 trillion yuan. Standing at the new starting point of the "14th Five-Year Plan", the big data data chain, innovation chain, industrial chain and value chain are showing some new changes and new trends, promoting the big data industry to move towards a new stage of high-quality development.

The cultivation of data elements market helps the integration of data elements and the transformation of value. Under the policy guidance of the central and local governments to promote the market-oriented allocation of data elements and build a high-standard market system, the pace of operation service system construction, system design and mechanism innovation around the data element market has accelerated. The exploration of pilot projects such as government data integration and sharing, public data development and utilization, and government-enterprise data integration and innovation will integrate, share, open and trade data in various fields, apply and serve the construction of many digital scenarios and digital format innovation, drive the whole society to significantly improve the literacy and ability to create data, obtain data, and use data, and promote the value creation of data elements into a new blue ocean.

As an important part of the construction of new infrastructure, digital infrastructure carries large-scale data circulation, provides inclusive shared computing power services, and precipitates industry knowledge algorithms, which is an important basic support for industrial development. At the same time, the boundaries of digital infrastructure will be further expanded, big data and information networks will be highly integrated, deeply integrated with major national infrastructure such as railways, highways, and airports, and the situation of extensive interaction with water, electricity, gas and other living facilities will be more obvious; the construction of digital infrastructure will be further deepened, the national integrated big data center system will be promoted as a whole, high-tech, high-computing power, high energy efficiency, and high-security data centers will accelerate the layout and construction, and the integration of computing power services and edge scenarios will be fully opened, enabling deep economic and social changes.

Industrial digitalization drives the integration and customization of big data products and services. With the acceleration of the process of industrial digitalization, general-purpose, basic big data products and services are far from being able to meet the digital transformation needs of various fields, and comprehensive solutions characterized by software and hardware integration, edge-cloud collaboration, system integration, and platform support will be favored, and on-demand customization will become the mainstream. Big data enterprises strengthen the integration and innovation of data, technology, platform and scenario, accelerate the upgrading of business, process and service models, promote the accelerated transformation of single technology and product competition to the competition of integrated platform operation and system solution capabilities, and promote the transformation of value co-creation mechanisms, models and paths with industrial ecological construction as the core.

The value of data elements drives the integration of big data and applies multi-dimensional and deep-level. As big data is widely used in more industries, the amount of data ownership and the quality of data management capabilities will become an important indicator to measure the soft power of enterprises in various industries and profoundly affect the operation of enterprises, and the data management capacity building with strategy, governance, architecture, standards, quality, security, application, etc. as the core content will be related to the future of enterprise development. Focusing on the value mining of data elements, enterprises in various industries will vigorously improve their data management capabilities, accelerate the exploration of deep integration of production and service consumption driven by big data, deep integration of online and offline application scenarios, deep integration of traditional processes and emerging formats, and promote more dimensional and deeper data fusion application innovation.

At present, China has become a big country in data resources, with a super-large-scale data production group and consumer market, and a broad space for digital development. Grasp the core of development and promote the release of data element value. As the most active production factor in the era of digital economy, data is the key element to strengthen the big data industry, the "catalyst" to accelerate digital technology innovation, and the "new energy" to drive the fourth industrial revolution. The release of the value of data elements is the fundamental development of the digital economy. By providing technologies, tools and platforms that run through the whole life cycle of data, the big data industry nurtures the data element market entities and deeply participates in the whole life cycle of data elements, which is an important bearer of the release of the value of data elements. During the "14th Five-Year Plan" period, in order to promote the high-quality development of China's big data industry to achieve integrated innovation, in-depth application, structural optimization, and ubiquitous empowerment, on the one hand, we must focus on consolidating the foundation of industrial development, appropriately deploy new infrastructure such as communications, computing power, and integration in advance, improve the ability of technical research and market cultivation, play a leading role in standards, and build a solid foundation for industrial development; on the other hand, we must focus on improving industrial supply capacity, optimizing product supply quality, improving industrial chain, and meeting the needs of economic and social digital development. Strengthen the supporting role of big data in promoting high-quality economic development and building a new development pattern of services.

Focus on ecological construction and promote the construction of industrial ecological system in a coordinated manner. A good industrial ecology is an important basis for the big data industry to achieve high-quality development. During the "14th Five-Year Plan" period, it is necessary to adhere to coordinated development and classification guidance, give full play to the role of big data enterprises as the core subject, accelerate the construction of an industrial ecology of resource coordination, main body coordination, and regional coordination, and fully stimulate the power and potential of industrial development.
