The integration of the two modernizations is a concentrated embodiment of the new industrialization path with Chinese characteristics at this stage, and is the only way to accelerate the transformation of the industrial economy to the digital economy. General Secretary Xi Jinping pointed out that it is necessary to "promote the integration and development of industrialization and informatization on a wider scale, to a deeper extent and at a higher level." In the face of challenges such as the acceleration of technological change in the new era, the reshaping of the international division of labor, and the intensification of Sino-US economic and trade frictions, we must adhere to the promotion of the deep integration of the two as the "fastening point" for the construction of manufacturing power and network power, continuously deepen the integration and development of a new generation of information technology and manufacturing industry, create a new ecology based on the industrial Internet platform, and accelerate the digital transformation of the manufacturing industry.

At present, global scientific and technological innovation has entered a period of intensive and active integration, and a new round of scientific and technological revolution and industrial transformation is reconstructing the global innovation map. As the most innovative, cross-intensive and most penetrating field in this round of scientific and technological revolution, the new generation of information technology is triggering systematic, revolutionary and group changes, and has become the strategic focus of all countries in the world to seize the leading role in future industrial development. In this process, the digital transformation of the manufacturing industry provides massive application scenarios for the deep integration of the two modernizations, continuously accelerates the integration and innovation of technologies, in-depth application and iterative optimization, comprehensively improves the efficiency of resource allocation, and supports the acceleration of the industrial economy towards the digital economy.

As a hub connecting all elements of the industrial economy, the whole industry chain and the whole value chain, the industrial Internet platform is conducive to improving the breadth and accuracy of industrial data collection, and realizing the ubiquitous connection, dynamic supply and efficient allocation of manufacturing resources. The digital transformation of the manufacturing industry takes the industrial Internet platform as the carrier, through the digital transformation and reengineering of all elements of the upstream and downstream of the industrial chain, supports enterprises to carry out businesses such as cloud transformation of industrial equipment and cloud migration of business systems, drives the flow of technology, capital and talent with data flow, profoundly reshapes the industrial production and manufacturing and service system, and drives the digitalization, networking and intelligent transformation and upgrading of the manufacturing industry.

Building an industrial innovation ecology of multi-party coordination and mutual benefit and win-win results is an important path for stable growth, promoting reform and structural adjustment, and is the source of new impetus for the sustained and healthy development of China's manufacturing industry. The digital transformation of the manufacturing industry is conducive to giving full play to the initiative and creativity of platform enterprises, industry enterprises, information technology service providers and other social parties through market-oriented means, breaking the traditional barriers of resource docking, continuously stimulating the innovation vitality, development potential and transformation momentum of enterprises, constantly spawning new products, new models and new formats, promoting the financial development of large and small and medium-sized enterprises, accelerating the creation of an upgraded version of the manufacturing industry", and providing important support for the high-quality development of the manufacturing industry.

Second, the progress and effectiveness of the work

The network infrastructure has been continuously upgraded, and the world's largest information and communication network has been built. At present, China has built more than 1.15 million 5G base stations, accounting for more than 70% of the world, providing strong support for digital transformation. The construction of the national industrial Internet big data center system has been promoted in an orderly manner, the data aggregation capacity has been continuously enhanced, and the value and effect of data as a new factor in production and development have been accelerated. General chips, intelligent sensing, industrial cloud operating system and other key technology research continues to advance, the formation of a number of high-speed train control system, high-end CNC system as the representative of the key application software and industry solutions, the national industrial control safety inspection continues to carry out, the integration of development infrastructure continues to consolidate.

Deeply implement the industrial Internet innovation development strategy, accelerate the construction of a systematic and multi-level industrial Internet platform system, select 15 cross-industry and cross-field industrial Internet platforms, more than 100 industrial Internet platforms with certain industry and regional influence, and more than 76 million connected devices (sets). The supply capacity of digital transformation solutions has continued to improve, and the application fields cover nearly 40 key industries of the national economy, and the role of empowering industries to improve quality and efficiency has been significantly enhanced. Shandong, Guangdong, Yangtze River Delta, Chengdu-Chongqing and other industrial Internet demonstration zones have been further promoted, and 19 industrial Internet platform application innovation experience centers have been launched, widely gathering various types of industrial innovation resources, and the pattern of regional coordinated development has initially emerged.

A total of 12 national standards have been completed, 7 national standards have been issued and implemented, 2 international standards have been promoted, more than 39,000 enterprises across the country have been guided to carry out standard implementation, more than 210,000 enterprises have carried out self-assessment and self-benchmarking, and the large-scale application and popularization of the standards of in-depth integration of the two modernizations have been popularized and promoted internationally, triggering accelerated changes in manufacturing production methods, enterprise forms, business models and employment methods. Up to now, the penetration rate of digital R&D and design tools and the numerical control rate of key processes in China are 74.7% and 54.2% respectively, and the digital transformation process of manufacturing continues to accelerate.

The penetration rate of the "double creation" platform of key industry backbone enterprises exceeded 85%, the service support level of the manufacturing "double creation" platform was significantly improved, becoming the highland of joint technical research and talent training, the core carrier of resource coordination and supply and demand docking, and a number of new models such as digital management, platform design, intelligent manufacturing, network collaboration, personalized customization, and service extension emerged, which gave birth to and strengthened new formats such as the gig economy, platform economy, and sharing economy, and realized a wider range of resource optimization allocation. A deeper degree of change in production mode and a higher level of value creation have effectively promoted the change of industrial development mode, industrial structure optimization and growth momentum conversion.

Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the decision-making and deployment of deepening the integration and development of a new generation of information technology and manufacturing, and continue to do a good job in the big article of "deep integration of informatization and industrialization". The first is to improve the policy system for integrated development and accelerate the publicity and implementation of the integrated development plan for informatization and industrialization in the "14th Five-Year Plan" period. The second is to accelerate the introduction of policy documents on the digital transformation of the manufacturing industry, pragmatically promote the innovative development of the industrial Internet, and provide guidance for enterprises to carry out digital transformation practices. The third is to formulate key standards such as industrial Internet platform evaluation, cloud on industrial equipment, and new models of industrial Internet platforms, and continue to strengthen the research on the standard system of industrial Internet platforms.

Accelerate the construction and promotion and application of the platform system, further play the role of the platform as a connection hub, continue to tap the potential value of industrial data, and drive the digital transformation of the manufacturing industry. The first is to improve the "comprehensive + characteristic + professional" multi-level platform system, guide key platforms to open industrial APP and microservice resource pools, and strengthen data interoperability and value sharing. The second is to promote a number of "platform +" special solutions for key industries such as raw materials, consumer goods, and safe production, and continuously improve the service capabilities of the industrial Internet platform. The third is to promote new models and new formats based on the platform, dig deep into the potential needs of users, and inject new momentum into the digital transformation of the manufacturing industry.

Gather innovation resources, create innovation carriers, and accelerate the formation of a virtuous circle of "building to promote use, use to promote construction". The first is to build and improve public service platforms such as the integration and development of a new generation of information technology and manufacturing, and continue to improve the level of innovative public services in the industry. The second is to strengthen the construction and operation of the industrial Internet platform application experience center, and accelerate the creation of a number of industrial Internet demonstration zones with distinctive industry characteristics, strong brand influence and significant driving effect. The third is to encourage large enterprises to share development tools and development resources, support a large number of third-party developers to develop and design industrial APP based on the cloud, cultivate an open source community for industrial Internet platforms, and strengthen the "double creation" ecology based on industrial Internet platforms.

Fully understand the long-term and systematic attributes of the digital transformation of the manufacturing industry, bring together the strength of all parties in government, enterprises, industry, academia and research, and create a good ecological environment for the integration and development of talent chain, innovation chain, industrial chain and capital chain. The first is to deepen the combination of industry and finance, encourage social capital to participate in the construction of the industrial Internet, guide and support local construction of regional industrial Internet industry funds, and increase support for key industrial Internet platform enterprises. The second is to accelerate the construction of a new generation of "new engineering" in the field of information technology, comprehensively use a variety of means such as training base construction and engineering training, build a multi-level talent training system, and improve the ability to supply talents for digital transformation. The third is to continue to promote the "Industrial Internet Platform Empowerment Depth" activity, hold high-level industrial Internet competitions and related exhibition activities, and create a good atmosphere of multi-party linkage between industry, academia, research and application.
