According to the requirements of the Saudi Agency for Standards, Metrology and Quality (SASO) published in December 2020, the RoHS Draft Technical Regulation on the Restriction of Hazardous Substances in Electrical and Electronic Equipment (Circular Number G/TBT/N/SAU/1166), the hazardous substance content in all electrical and electronic equipment and devices within the scope must meet the regulatory restrictions before they can be sold in the Saudi market.

The final rule was officially published on July 9, 2021, and will be mandatory on January 5, 2022.

Supplier's Obligations

Supplier shall comply with the following requirements:

Technical requirements

To meet the requirements of this Regulation, Supplier shall meet the basic characteristics of electrical and electronic equipment and installations as follows:

1) The electronic and electrical equipment and its spare parts imported by the supplier shall meet the technical requirements specified in the standards specified in Annex (2-a) of this Regulation, or in the absence of Saudi or Gulf standards, international standards.

2) The electronic and electrical equipment and devices imported by the supplier shall pass the conformity assessment procedure provided for in this regulation and shall be accompanied by technical documents, including all documents and information proving that the product complies with the requirements of this regulation.

3) Availability of an effective quality management system (manufacturers who have obtained a management system certificate in accordance with the requirements of the implementation of the relevant ISO 9001 or its equivalent standards shall be deemed to meet the requirements of this article).

Basic requirements

In order to meet the requirements of this Regulation, suppliers shall meet the essential requirements and comply with the permissible percentage of hazardous substances for electrical and electronic equipment and their spare parts as set out in Annex (1-b) to this Regulation.

Conformity assessment procedures

1. Supplier shall be responsible for ensuring that suppliers responsible for placing electrical and electronic equipment on the market shall obtain a certificate of conformity issued by a certification body approved by SASO in accordance with the conformity assessment form (type 1a) specified in ISO/IEC 17067. A test report from an accredited laboratory certifying that the product complies with the RoHS technical limits is required, and the manufacturer is required to issue a declaration of conformity document.

2. The product shall be accompanied by technical documentation which shall include:

A) Supplier (manufacturer/importer) statement of conformity;

B) risk assessment documents;

C) Warnings, precautions and manuals necessary for the correct and safe use of the product.

1) Large and small home appliances

2) Information and communication technology equipment

3) Lighting equipment

4) Electrical and electronic tools and equipment
