"Pornography and gambling poison" are often compared. But in some people's cognition, "small bets are pleasant, big bets hurt the body", it seems that there is no harm in small bets. Judging from typical cases in real life, "small gambling pleasure" is often just an illusion. Gathering people to "gamble" is also likely to receive a "silver bracelet" donated by the police. According to the "Two Supremes" Interpretation on Several Issues Concerning the Specific Application of law in Handling Criminal Cases of Gambling, organizing more than 3 people constitutes a "gathering of the crowd", and this threshold is so low that only one mahjong team can achieve it. What is more noteworthy is that the Amendment to the Criminal Law of the People's Republic of China (XI) for the first time wrote "cross-border gambling" into the Criminal Law. The amendment came into effect on March 1 this year. Since last year, due to the epidemic and other reasons, online gambling has become the most common form of cross-border gambling. Taking the cross-border gambling crime group case reported by the Wenzhou police on the 26th with Zhou Zhuohua as the head, Zhang Ningning and others as the backbone as an example, some people started from "small gambling pleasure" and could not stop after "trying their hands", until they lost all their wealth, and then embarked on the "gambling agent" to pull people to gamble to maintain their gambling of no return. This is very similar to the "suckers" who use drugs/traffickers. Therefore, gambling, especially cross-border gambling, is by no means just a personal "pleasant" problem, but a major problem that seriously damages the safety of people's lives and property, corrupts the social atmosphere, corrodes the social body, and even affects China's economic security, social stability and national image. For gamblers, the sea of gambling is boundless, and the turn back is the shore. For law enforcement, the governance of cross-border gambling will be a protracted battle. Only by continuously deepening the crackdown and cutting off the flow of funds, data and information on the black industrial chain of online gambling can we finally eradicate the soil for cross-border gambling.
