Entering the De'an Land Boundary, a sense of intimacy comes to the face.

In those busy days of the past, I have traveled to the towns and villages here again and again, discovering news and writing news.

Published on November 25, 2005 in the Jiangxi Daily newsletter "Mountain Village Happy In Progress", it is one of them, and this article appeared in the newspaper exactly 16 years from today.

The following is the original text of this newsletter.

Embark on the Silk Road

Wu Huai smiled with a loose heart.

In late autumn, this 60-year-old farmer in Wuxing Village, Moxi Township, De'an County, is counting this year's income: 4 acres of mulberry trees have been planted, 4 silkworms have been raised, and this alone has an income of more than 5,000 yuan. He laughed hesitantly: The income from raising silkworms is higher than that of cotton!

For a long time, the cash crops in Moxi Township have been mainly cotton. The input of planting cotton is large, and the market price has not gone up in the past two years, and the peasants' pockets have not bulged. The question of how to effectively increase peasants' incomes was placed in front of Li Qingfeng, secretary of the township party committee, and a group of people. The township took the village cadres to Jiangsu and Zhejiang to investigate and investigate, and felt that the input of mulberry planting was low, the price of silkworm cocoons was high, the market was good, and the local soil and climate were suitable for planting mulberry silkworms, so they decided to adjust the structure of crops, not to plant cotton, and to plant mulberry trees to raise silkworms.

In September last year, Five Star Village was selected as a pilot. The villagers who have not seen much can't figure it out: we have planted cotton for more than 10 years, we are used to it, none of them have planted mulberry trees and raised silkworms, and then don't make chickens fly eggs! At this time, Zhou Yingwan, secretary of the village party branch, rented several buses and took the villagers to visit The water repair and Wuning, which were well done in planting mulberry silkworms in stages and batches, and the township also introduced a boss to implement the company + farmer + base + silk reeling processing model, providing one-stop service to let the villagers eat reassuring pills.

Zhou Yingwan and 5 village cadres took the lead in changing the cotton field into a mulberry garden, and several Zhejiang immigrants in the village also responded positively, and soon, the cultivation of mulberry silkworms set off a climax in Wuxing.

A year passed quickly. Zhou Yingwan excitedly told us: This year, they planted 1,200 acres of mulberry trees in the village, raised 350 silkworms, harvested 28,000 jin of silkworm cocoons, and earned 300,800 yuan, and planted soybeans in the mulberry garden, earning 600,000 yuan. Zhou Yingwan said that the effect of planting mulberry silkworms to increase income in the first year is not obvious, because only one season of silkworms can be raised. Next year, it can be raised for 4 seasons, and it is expected that the income of the whole village will reach 4.8 million yuan. "At that time, five stars were not today's five stars!" After speaking, Zhou Yingwan laughed loudly.

It is difficult to live in peace

The trolley followed the winding mountain road, turned over several hills, and came to the zhangkeng village committee of Zouqiao Township. Yu Xiangde, secretary of the village party branch, and Yu Qianjin, director of the village committee, stood happily at the gate of the village committee.

Yes, watching the reservoirs being built one by one, the cement roads between the village group and the village group being built one by one, and the villagers living and working in peace and contentment, can they not be happy?!

More than 170 households in Zhangkeng Village, located at an altitude of more than 500 meters above sea level, there are few fields, inconvenient transportation, and lack of water, and when there is a drought, the villagers have to carry buckets to the new reservoir two kilometers away to carry water to eat. Considering that the natural conditions here are not good, the relevant departments have wanted to move

There is a way that "the homeland is inseparable". Most people in the village feel that the resettlement project is too big, and although the environment of Zhangkeng is worse, it is not enough to make people unable to survive, as long as the problem of good water is solved, they are still willing to stay in the place where their ancestors have lived.

The county fully considered the opinions of the villagers and decided to respect their wishes, and at the same time listed Zhangkeng as a poverty alleviation village, and included the improvement of the villagers' living and production conditions in the plan.

Zhangkeng's top priority is water. Zeng Jinshui, director of the county civil affairs bureau, and Tao Min, director of the Poverty Alleviation Office, brought people here and decided to invest funds to repair the leaking new reservoir, raise the embankment, and direct the water to Zhangkeng. They organized construction teams to build three ponds in the village with 50 tons of water each, and also helped some villagers lay water pipes to attract mountain springs. The investment of 180,000 yuan in water diversion projects has quenched Zhang Keng's thirst.

Zhang Keng lacks a way to get rich. The township mobilized them to set up more than 100 acres of bamboo gardens, planted small mangosteen, included the project in the project of returning farmland to forest, and gave policy subsidies. The fields in the village are scattered and fragmented, and the township has borrowed more than 20,000 yuan for the village, guiding the villagers to plant ginger and Sichuan root according to local conditions, and the annual income of planting ginger can reach 45,000 yuan, and the income of Sichuan root this year can reach 20,000 yuan. The county labor and employment bureau and the township joined forces to recruit and arranged more than 30 surplus laborers in the village to work in the county industrial park.

Zhang Keng lives a 104-year-old man. The old man felt that the water was there, the road was good, the hand was abundant, and the place where he lived became better.

Thanks to the migrant worker files

Standing in the county archives, looking at the rows of numbered migrant farmers' files in the filing cabinets, I issued a wave of praise: how much time and effort it takes to collect and sort out so many archives!

The peasants are our brothers, and for them to embark on the road to prosperity, organizations at all levels and all walks of life must do their utmost. In line with the idea of serving farmers to go out to work, the De'an County Archives has established a detailed file for the 12,000 farmers who went out to work in the county, including age, ID card number, marriage and childbirth status, part-time work location, specialties, etc. The establishment of the archives has facilitated the relevant departments to provide services such as employment information, laws and policies for migrant workers, and has also provided a basis for the county to grasp the distribution of people going out and the income of farmers.

One day, the archives' phone rang from the personnel department of an electronics company in Foshan, Guangdong Province. The company recently recruited, there are 3 De'an migrant workers participated in the application, and shortlisted, they want to know about the situation of these 3 people. The staff of the archives quickly found out the work experience, social relations, training records and other information of the three people according to the archives, so that the other party could safely hire the three migrant workers.

In order to better enrich the countryside and enrich the people, Aimin Township has increased its efforts to attract investment and investment, but sometimes it is time to go out with two eyes and one black, no acquaintances, no information, and often return empty-handed. On this day, the township cadres came to the archives to review the files of migrant workers, and learned that Gui Shousheng, a villager in Nanshan Village, was running a garment factory in a foreign country and had close contact with the garment industry along the coast, so he went straight to Gui Shousheng. Through Gui Shousheng's needle threading, the township introduced a garment factory from Jinjiang, Fujian Province, into the county industrial park. Through the introduction of Luo Wusheng, a villager in Kongyan Village who works in Shishi, Fujian Province, the township introduced a boss and invested 35 million yuan to set up a garment factory in the industrial park.

The migrant worker file also helps the labor and employment department to rationally channel the flow of migrant workers. Through the analysis of the archives, the relevant departments found that the total number of migrant workers in Guangdong in the county accounted for 60% of the total number of migrant workers in the county, so they consciously released the employment information in Shanghai, Zhejiang, Fujian and other places, directing the tide of migrant work to these places, effectively avoiding the De'an people from competing with the De'an people for jobs.

When the mountain village is happy

A year is about to pass again, and the De'an farmers harvest a golden autumn in the fields. Under the banner of attaching importance to agriculture, paying attention to the countryside and helping farmers, De'anShan Township is everywhere, and the joy of the farmhouse is carried out...
