The research team and their entourage conducted on-the-spot investigations and investigations at the People's Mediation Committee for Campus Disputes at the Third Junior High School in Babu District, the People's Mediation Committee for Road Traffic Accident Disputes in Pinggui District, the Chaodong Judicial Office of the Justice Bureau of Fuchuan Yao Autonomous County, and the People's Mediation Committee of Masheng Village in Zhaoping Town, Zhaoping County.

During the investigation, Director Luo Zechun fully affirmed the "hand-by-hand adjustment" work model established by the judicial administrative system of Hezhou City in the process of investigating and resolving civil disputes, based on local actual innovations, and the encouragement form of "settling the case to make up for the disputes" implemented by grass-roots people's mediators to mediate disputes. It was pointed out that Hezhou City has achieved remarkable results in investigating and resolving contradictions and disputes through flexible and simple methods, especially welcomed by people's mediators at the village (community) level, which to a certain extent alleviates the pressure that mediators can carry out mediation without fees, but they cannot achieve "zero cost" in the process of mediating disputes, thus greatly enhancing the enthusiasm of grass-roots people's mediators in handling disputes. Through the establishment of a comprehensive mechanism for diversified dispute resolution, contradictions have not been handed over, and the role of "first line of defense" has been truly played.
