As the lead unit, the District Development and Reform Bureau should coordinate with all relevant departments to further rationally plan the industrial pattern of the project, find out the progress of the project image, timely understand and grasp the progress of the preliminary preparatory work and the existing problems, and ensure that the construction starts on time; it is necessary to sort out the work ideas, increase the intensity of project declaration, effectively play the role of the project promotion center, and fully promote the project construction.

The District Finance Bureau should actively cooperate with the District Development and Reform Bureau to carry out the work of declaring special bonds for 2022 to ensure that the maturity and elements of the declared projects are complete; all relevant units should effectively improve their political positions, strengthen their responsibilities, and actively strive for more bond projects to declare and land quickly; they should attach great importance to supervision work, strictly implement regulatory regulations, standardize the management of special bonds, and give full play to the benefits of the use of bond funds.

All relevant departments should emancipate their minds, tap potential, strengthen communication and coordination, and make joint efforts to improve the scores of relevant indicators; they should carefully analyze the reasons for the progress indicators when they do not reach the order, find out the weak links and the crux of the problem, come up with targeted ideas and methods, make full use of effective time, catch up and surpass, and ensure the high-quality and efficient completion of various indicators and tasks.
